أقر مجلس الشيوخ الأمريكي، الذي يسيطر عليه الحزب الجمهوري اليوم (السبت) إجراء مؤقتاً لتمويل الوكالات الاتحادية حتى 11 ديسمبر، في خطوة تهدف إلى تجنب إغلاق للحكومة الاتحادية قبل أسابيع من انتخابات التجديد النصفي المقررة في شهر نوفمبر.
وأقر مجلس النواب الذي يسيطر عليه الجمهوريون نسخته الخاصة من مشروع قانون تمويل مؤقت الشهر الماضي.
وسيتعين على المجلسين تسوية خلافاتهما قبل أن يتمكن الرئيس دونالد ترمب من توقيع مشروع القانون ليصبح نافذاً قبل انتهاء التمويل الحالي في 30 سبتمبر، أي قبل أقل من خمسة أسابيع من انتخابات الكونجرس المقررة في الثالث من نوفمبر.
وقال الديمقراطيون إن نسخة مجلس الشيوخ، على خلاف نسخة مجلس النواب، ستمنع إدارة ترمب من إعادة تخصيص أموال من برامج أخرى لتمويل أمن الحدود.
كما تتضمن نصاً يسمح بإجراء تعديلات على التمويل المخصص لبرامج الإسكان والمساعدات الغذائية.
ومن شأن مشروع القانون الذي أقره مجلس الشيوخ أيضاً أن يمنع مؤقتاً مكتب الميزانية في البيت الأبيض من تطبيق قاعدة جديدة تمنح المعينين السياسيين سيطرة على مئات المليارات من الدولارات المخصصة في صورة منح مالية.
The Republican-controlled U.S. Senate approved today (Saturday) a temporary measure to fund federal agencies until December 11, in a move aimed at avoiding a federal government shutdown just weeks before the midterm elections scheduled for November.
The Republican-controlled House of Representatives passed its own version of the temporary funding bill last month.
Both chambers will need to reconcile their differences before President Donald Trump can sign the bill into law before the current funding expires on September 30, which is less than five weeks before the congressional elections set for November 3.
Democrats have stated that the Senate version, unlike the House version, will prevent the Trump administration from reallocating funds from other programs to finance border security.
It also includes a provision allowing for adjustments to funding allocated for housing programs and food assistance.
The bill approved by the Senate would also temporarily prevent the White House Office of Management and Budget from implementing a new rule that gives political appointees control over hundreds of billions of dollars allocated in the form of grants.
