عقوبات تشمل الأفراد والإعلام.. الدخيل: لوائح تنفيذية لضبط القطاع الرياضي
أكد مدير إدارة التشريعات والعقود في وزارة الرياضة إبراهيم الدخيل أن نظام الرياضة يمثل إطاراً تشريعياً متكاملاً يوضح مقومات القطاع الرياضي، ويسهم في تعزيز كفاءته وحوكمته، بما يدعم تحول الرياضة إلى صناعة متكاملة ويهيئ بيئة استثمارية جاذبة.
وأوضح الدخيل، خلال مشاركته في مؤتمر القطاع الرياضي، أن التنظيم والحوكمة من أهم ركائز نظام الرياضة، في ظل التطور المتسارع الذي يشهده القطاع والحاجة إلى وجود إطار تشريعي ينظم مختلف مكوناته والعلاقات بين أطرافه.
وأشار إلى أن النظام يتناول الأفراد العاملين والمتعاملين في القطاع الرياضي، إلى جانب تنظيم عدد من المسائل المرتبطة بالقطاع من خلال لوائح تنفيذية ستوضح الأحكام والإجراءات والتفاصيل المتعلقة بتطبيق النظام.
وبيّن مدير إدارة التشريعات والعقود في وزارة الرياضة أن هناك لوائح تنفيذية ستصدر لتنظيم المخالفات والعقوبات المرتبطة بالفعاليات الرياضية، بما يوفر إطاراً واضحاً للتعامل مع المخالفات والجزاءات.
وأضاف أن نطاق العقوبات والجزاءات في نظام الرياضة يشمل الأفراد، كما يمتد إلى ما يتعلق بالوسائل الإعلامية وفق ما ينظمه النظام ولوائحه، مؤكداً أن دور وزارة الرياضة في هذا الجانب يقوم على التنسيق مع الجهات المختصة.
وشدد الدخيل على أن النظام لا يقتصر على الجانب التنظيمي، بل يستهدف بناء منظومة رياضية أكثر كفاءة واستدامة، وتعزيز مبادئ الحوكمة والوضوح التنظيمي، بما يسهم في توفير بيئة أكثر جاذبية للاستثمارات ودعم نمو القطاع الرياضي وتحوله إلى صناعة متكاملة.
The Director of the Legislation and Contracts Department at the Ministry of Sports, Ibrahim Al-Dakhil, confirmed that the sports system represents a comprehensive legislative framework that clarifies the components of the sports sector and contributes to enhancing its efficiency and governance, supporting the transformation of sports into a complete industry and preparing an attractive investment environment.
Al-Dakhil explained, during his participation in the sports sector conference, that organization and governance are among the most important pillars of the sports system, given the rapid development witnessed by the sector and the need for a legislative framework to regulate its various components and the relationships between its parties.
He pointed out that the system addresses individuals working in and dealing with the sports sector, in addition to organizing several issues related to the sector through executive regulations that will clarify the provisions, procedures, and details related to the implementation of the system.
The Director of the Legislation and Contracts Department at the Ministry of Sports indicated that there will be executive regulations issued to organize violations and penalties related to sports events, providing a clear framework for dealing with violations and penalties.
He added that the scope of penalties and sanctions in the sports system includes individuals, as well as extending to media outlets as regulated by the system and its regulations, emphasizing that the role of the Ministry of Sports in this regard is based on coordination with the relevant authorities.
Al-Dakhil stressed that the system is not limited to the regulatory aspect but aims to build a more efficient and sustainable sports system, enhancing principles of governance and organizational clarity, which contributes to providing a more attractive environment for investments and supporting the growth of the sports sector and its transformation into a complete industry.
