
Justice: More than 1,000 judges enroll in the Higher Diploma in Civil Law
judges has exceeded 1,000, representing various levels of the judiciary. The program, implemented by the Judicial Training Center , comprises 21 courses totaling 380 training hours, delivered by a select group of civil law specialists.
His Excellency the Minister of Justice, Dr. Walid bin Mohammed Al-Samaani, inaugurated the program last October, as part of the Kingdom's legislative reforms under the leadership of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister. These reforms aim to safeguard rights, solidify the principles of justice and transparency, and enhance the predictability of judgments.
Empowering judges
The diploma aims to enable judges to accurately apply the provisions of the Civil Transactions Law, and to enhance the quality of judicial reasoning in civil cases, thereby contributing to the stability of transactions and the predictability of judgments.

The program includes an in-depth study of general theories of obligations, contracts, and real rights, along with practical judicial applications and mechanisms for managing civil cases, thereby enhancing the soundness of legal classification and the quality of judicial rulings.
The first phase of the program targeted judges of the general courts, while the second phase will include all judges in the Kingdom, in addition to lawyers. The first cohort is expected to graduate in 2026, as part of the approved plan to develop judicial competence in the civil judiciary.
