The Ministry of Interior clarified that all types and names of visit visas , with the exception of the Hajj visa, do not authorize their holders to perform the Hajj pilgrimage. The Ministry indicated that a fine of up to 20,000 riyals will be imposed on any holder of a visit visa, regardless of type, who enters or attempts to enter the city of Mecca and the Holy Sites, or remains therein, from the first day of Dhu al-Qi'dah until the end of the 14th day of Dhu al-Hijjah. Furthermore, residents who attempt to enter Mecca illegally for Hajj, including those who overstay their visas, will be deported to their home countries and banned from entering the Kingdom for 10 years.

It emphasized that violating these regulations will subject offenders to legal penalties, and encouraged reporting any violations by calling 911 in the Makkah, Madinah, Riyadh, and Eastern Province regions, and 999 in the rest of the Kingdom.
