A fine of one million riyals and cancellation of licenses: the penalty for operating hotels outside the Hajj season
The ministry stressed the need for full compliance with the specified operating periods, warning that any violation by practicing hospitality activity after the end of the season will expose the establishment to huge financial fines and immediate cancellation of the license.
She explained that the pre-season phase is limited exclusively to preparing the buildings and completing the regulatory requirements, without allowing the reception of any visitors or the practice of actual operation.

Operating temporary hostels
The ministry indicated that a pre-booked appointment for a "readiness visit" is mandatory to ensure that accommodations meet all requirements before being allowed to operate and receive pilgrims.
Regulations permit the operation of temporary accommodations only during the Hajj season, provided they strictly adhere to the terms and conditions of their licenses to ensure safe operations.
Hospitality Business
The regulations require operators to immediately cease operations once the season ends, prohibiting any hospitality activities in those premises until permits are issued for future seasons.
These decisive measures, under the slogan "Our Guests Come First," are part of a regulatory effort aimed at governing the seasonal accommodation sector and improving the quality of services provided.
