Agreement worth 106 million to train and employ social security beneficiaries

In a strategic move aimed at enhancing the social and economic stability of the most vulnerable groups in the Kingdom of Saudi Arabia, the Human Resources Development Fund (HRDF) and the Education Support Association "Ta'allum" signed a landmark agreement today, Sunday, worth over 106 million riyals. This partnership aims to empower the children of social security , moving them from dependency to productivity and financial independence. The signing ceremony was held under the patronage and in the presence of the Minister of Human Resources and Social Development, Engineer Ahmed Al-Rajhi.
The agreement was signed at the Ministry's headquarters in the capital, Riyadh, where the Fund was represented by its Director General, Turki Al-Jawini, while the Association was represented by its Secretary General, Dr. Adel Al-Omari, signaling the start of a new phase of economic and social empowerment.
Context of National Transformation and Vision 2030
This agreement comes within the framework of the Kingdom's ongoing efforts to achieve the goals of Vision 2030, which focuses primarily on reducing unemployment rates and increasing citizens' participation in the private sector. One of the most important pillars of the new social protection system is the strategy of transforming social security beneficiaries from recipients of direct support (welfare) to productive members of society and participants in development (developmental). This transformation aims not only to alleviate the financial burden on the state but also to build a vibrant society whose members rely on their own skills and capabilities.
Details of training and qualification programs
Under this collaboration, the fund will cover all financial costs of training and qualifying beneficiaries, removing financial barriers and opening doors to their professional futures free of charge. The agreement focuses on providing specialized professional diplomas in fields experiencing increasing demand in the current Saudi labor market, including:
- Occupational safety and health.
- Supply chain and logistics management.
- Organizing events and conferences.
- Accounting and taxes.
The selection of these specializations was not random, but rather based on studies of market needs, as the logistics, entertainment and financial sectors are experiencing rapid growth that requires qualified national personnel to bridge the professional gap.
Expected economic and social impact
This initiative is expected to contribute to supplying the labor market with qualified young Saudi talent capable of competing, thus strengthening localization programs in vital sectors. Furthermore, empowering the children of families receiving social security benefits helps break the cycle of inherited poverty and gives these families a genuine opportunity to improve their standard of living sustainably, moving away from total dependence on social security pensions.
This step comes as a continuation of the successes of the Social Security Empowerment Program, which achieved a significant leap by empowering more than 23,000 beneficiaries during the first quarter of 2025. Previous empowerment figures exceeded the official target of 21,246 beneficiaries, reflecting the effectiveness of these programs and their ability to create a tangible social and economic impact.
