Anti-concealment campaign results 2025: Fines of 8.6 million and referrals to the Public Prosecution

The National Program to Combat Commercial Concealment in Saudi Arabia announced its monitoring results for 2025, revealing intensive field and legal efforts aimed at purging the market of harmful economic practices. Inspection campaigns resulted in fines exceeding 8.69 million riyals, reflecting the government's firm stance against violators of commercial regulations.
Accurate monitoring and tracking figures
In 2025, 35,280 inspection visits were conducted across various regions of the Kingdom. The inspection teams relied on advanced data analysis tools and precise digital indicators of suspicion. These modern technologies enabled the detection of 1,017 initial suspected cases of commercial concealment across diverse sectors, confirming the success of digital transformation in inspection operations and enhancing the efficiency of reaching violators attempting to circumvent regulations.
Community engagement and decisive action
As part of its community partnership, the program's teams professionally handled 6,373 reports received from the public regarding suspected commercial concealment. Following on-site investigations, the necessary legal procedures were initiated, resulting in 724 confirmed violations being referred to the Committee for Reviewing Violations of the Anti-Commercial Concealment Law for appropriate penalties. In the most serious cases, 47 high-profile cases were referred to the Public Prosecution to complete the criminal proceedings, reflecting a zero-tolerance policy towards crimes that threaten the national economy.
The economic context and the importance of combating it
These intensified efforts are an extension of the Kingdom's strategy to eliminate the "shadow economy," as commercial concealment is one of the most significant challenges facing the growth of the formal private sector. Government agencies are working in full coordination within the National Program to Combat Commercial Concealment to achieve the objectives of Vision 2030, which seeks to enhance the investment environment, create genuine job opportunities for citizens, and prevent the illicit outflow of funds abroad.
Expected impact on the local market
These proactive measures and deterrent penalties are expected to contribute to a fairer competitive environment in the Saudi market. Tightening the grip on those operating illegally opens the door for legitimate entrepreneurs and investors to expand and grow without unfair competition from unregulated businesses. Furthermore, the continuation of these campaigns enhances consumer confidence and ensures the quality of services and products offered, ultimately benefiting the overall national economy and its sustainability.
