Security forces apprehend 5 violators who attempted to enter Mecca without a Hajj permit

Attempt by violators of Hajj regulations to infiltrate the country was thwarted

As part of the intensive security efforts undertaken by the Kingdom of Saudi Arabia to ensure the safety and security of pilgrims, Hajj security forces announced the arrest of five Malaysian residents who attempted to enter and remain in the holy city of Mecca without obtaining the required Hajj permit. The violators attempted to bypass security checkpoints by using dirt roads and rugged valleys, but the high level of security vigilance prevented this. They were immediately apprehended, and all necessary legal and regulatory measures were taken against them to deter such violations.

Historical and organizational context of the Hajj permit system

These stringent measures are an extension of the Kingdom's long history of meticulous organization in managing the millions of pilgrims during the Hajj season. For decades, Saudi Arabia has operated the "Hajj Permit" system as a crucial regulatory tool to control pilgrim numbers in accordance with the capacity of the holy sites. This system is not merely an administrative procedure; it is a cornerstone for preventing overcrowding and ensuring the provision of optimal health, logistical, and security services to every pilgrim in a manner befitting the sanctity of this great ritual and safeguarding lives.

Local and international impact of compliance with regulations

Obtaining a Hajj permit is of paramount importance at the local, regional, and international levels. Locally, it helps alleviate the burden on infrastructure in Mecca, including hospitals and accommodation centers, thus preventing the depletion of resources allocated to registered pilgrims. Regionally and internationally, this regulation ensures the equitable distribution of Hajj quotas among Muslim countries and protects Muslims worldwide from falling victim to fraudulent Hajj campaigns that exploit their desire to perform the pilgrimage through illicit means, exposing them to serious health and security risks.

Strict sanctions and a call for security cooperation

In this context, the General Directorate of Mujahideen urged all citizens, residents, and visitors to fully comply with the regulations and instructions governing this year's Hajj season (1447 AH). The Directorate emphasized the importance of ongoing cooperation with security and relevant authorities to ensure the highest levels of safety and security for the pilgrims. Authorities categorically affirmed that any attempt to violate these regulations will subject perpetrators to strict legal penalties, including imprisonment, fines, and immediate deportation for residents, along with a ban on re-entry to the Kingdom for a specified period, as stipulated by law.

Ways to report violators

To enhance the community's role in maintaining security, the Ministry of Interior and security authorities called upon all members of society to take the initiative and immediately report any individuals violating Hajj regulations or fraudulent campaigns promoting Hajj without a permit. Reports can be submitted confidentially and reliably by calling the unified number (911) in the regions of Makkah, Madinah, Riyadh, and the Eastern Province. For the rest of the Kingdom, citizens and residents can call (999). This joint cooperation between citizens and security personnel is the strongest shield to ensure a successful Hajj season free of any incidents.
