Saudi Arabia: Scooter and bicycle rentals prohibited without an operating card
The Public Transport Authority in Saudi Arabia has announced the start of a crucial regulatory phase for the light transport sector, officially prohibiting the rental of regular bicycles and electric scooters unless the vehicle possesses a valid operating permit. This decision is based on the updated executive regulations approved by the Authority's board of directors, aiming to improve the quality of services provided and enhance public safety in Saudi cities.
Details of the decision and immediate compliance
The Acting President of the Public Transport Authority, Dr. Rumaih Al-Rumaih, issued a decision approving the technical guide for mandatory specifications and equipment for bicycles and scooters used in rental activities. According to Article Fourteen of the Executive Regulations, all investors and service providers are now required to obtain a separate operating permit for each bicycle or scooter offered for public use. In response to a letter from the Federation of Saudi Chambers, the Eastern Province Chamber of Commerce circulated this decision to all its members, emphasizing the need for immediate compliance with the new requirements to avoid legal repercussions and ensure the continuity of business operations through the designated electronic licensing portal.
The context of light transport and the objectives of Vision 2030
This regulatory move is not an isolated measure, but rather part of a comprehensive strategic direction for the Kingdom within the framework of Vision 2030 and the Quality of Life Program. This program aims to diversify transportation options and reduce overall reliance on private cars, especially for short trips, or what is known as the "first and last mile." Major Saudi cities like Riyadh and Jeddah have witnessed rapid growth in the use of light transportation in recent years, necessitating regulatory intervention to ensure that this growth is healthy and sustainable, rather than haphazard and potentially causing visual pollution or traffic hazards.
Safety standards and expected economic impact
Linking the issuance of operating permits to compliance with approved technical specifications aims to prevent the use of substandard or unsafe equipment in streets and public spaces. This regulation is expected to contribute to:
- Enhancing road safety: by ensuring that every rental scooter has approved lighting, brakes, and safety equipment.
- Consumer protection: Standardization ensures a reliable and safe user experience.
- Attracting quality investment: Eliminating the black market and unregulated operators creates a fair competitive environment that attracts major international and local companies to invest in this promising sector.
This decision is considered a cornerstone for regulating the individual mobility sector, putting an end to individual interpretations and unifying technical standards in a way that serves the interest of the investor and the user, and enhances the urban landscape of Saudi cities.
