The Board of Grievances launches a digital project to evaluate judicial grievances

Introduction: A new step towards digital transformation in the justice system
In its ongoing efforts to develop the justice system and streamline procedures for litigants, the Board of Grievances, represented by its Digital Judicial Operations Center, launched a comprehensive online survey today. This project aims to evaluate and improve the mechanism for filing appeals regarding the non-delivery of judgments through the "Moeen" digital platform. This strategic step is intended to enhance the litigation experience, expedite case processing, and ensure that rights are delivered to their rightful owners with the highest levels of efficiency and transparency.
General context and historical background of the Board of Grievances
The Board of Grievances is an independent administrative judicial body in the Kingdom of Saudi Arabia, established to be a bulwark of justice and fairness in disputes involving government entities. Over the past years, the Board has witnessed rapid and significant advancements, particularly with the launch of the Kingdom's Vision 2030, which has placed digital transformation as one of its key pillars. Since its launch, the "Moeen" electronic platform has revolutionized the concept of administrative litigation, transforming traditional paper-based procedures into integrated digital pathways that allow for the registration of cases, pleadings, and receipt of judgments remotely.
The importance of the event and its expected impact locally and regionally
This digital project is of paramount importance on several levels. Locally, it contributes to strengthening the confidence of citizens, residents, and the business sector in the administrative judiciary by providing effective and direct communication channels to resolve any procedural obstacles, such as delays in receiving judgments. Regionally and internationally, this initiative reinforces the Kingdom's position as a leading model in the digitization of the justice sector, which positively impacts the rule of law indicators and the competitiveness of the business environment, as the speed of resolving administrative disputes is a key international benchmark for attracting investment.
Details of the initiative and the role of beneficiaries
The Board of Grievances revealed that this project represents the second initiative of the Digital Judicial Operations Center, primarily aimed at monitoring user feedback on available services to measure the level of satisfaction among direct beneficiaries. The Board explained that the survey focuses specifically on identifying technical challenges that users may encounter during use, to ensure their immediate resolution based on precise performance indicators and periodic measurements.
He explained that this step comes within a comprehensive strategic direction to modernize judicial procedures, and to receive proposals aimed at raising the efficiency of digital platforms and facilitating the beneficiary’s journey from the beginning of filing the lawsuit until the execution of the judgment.
Participatory leadership and improving institutional performance
The Bureau affirmed that engaging beneficiaries is “one of the main enablers for improving the digital litigation experience,” with direct follow-up and guidance from the Presidency of the Board of Grievances and the Administrative Judiciary Council, in the belief that real development stems from meeting the needs of beneficiaries on the ground.
In closing, the Board of Grievances called on all beneficiaries to take the initiative and actively participate by sharing their opinions through the available survey, in order to contribute directly to the development of the digital judicial services system and to improve the quality of institutional performance in line with future aspirations.
