Syria: Launch of a program to disclose illicit gains and recover funds

In a move aimed at enhancing transparency and combating financial corruption, the Syrian Anti-Illicit Enrichment Committee announced the launch of a six-month "Voluntary Disclosure" program, accompanied by the launch of the committee's official website. This initiative is part of a package of measures that provide secure reporting services, voluntary financial disclosure, and channels for direct communication and inquiries with the committee.
A legal path to resolve the situation
The committee chairman, Basel Al-Suwaidan, explained that the new program represents a temporary legal pathway that provides an opportunity to resolve financial situations related to suspected illicit enrichment. He noted that this mechanism primarily aims to expedite the recovery of stolen funds without becoming embroiled in lengthy legal proceedings, thus offering a practical solution that benefits the public treasury.
Al-Suwaidan stressed that holding those involved in the misappropriation of public funds accountable is not merely a political choice, but rather a "national duty, a constitutional obligation, and a moral imperative." He added that the state-building and reconstruction phase that Syria is undergoing requires restoring trust in government institutions and achieving social justice, which cannot be accomplished without confronting the legacy of corruption with legal courage and recovering the wealth that the Syrian people have been deprived of for decades.
Legal and institutional context
These moves are based on a solid legal foundation, as the National Anti-Corruption Commission was established by Presidential Decree No. 13 of 2025. The Commission is distinguished by being an independent national body with legal personality and financial and administrative independence, which gives it the necessary powers to pursue illicit gains in all its forms and protect public funds away from any bureaucratic pressures.
