The Saudi Ministry of Education announced on Tuesday evening the full details regarding the dates and procedures for employee promotions for the current fiscal year 2026. This announcement comes as part of the Ministry's annual commitment to developing its human resources and stimulating the educational and administrative environment, in line with the objectives of the Kingdom's Vision 2030, which places education and human capacity development at the forefront of its priorities.

General context and importance of promotions in the education sector

The annual promotion cycle in the Ministry of Education is one of the largest in the Kingdom's public sector, given the large number of teachers and administrators. Promotion is no longer a mere routine procedure based solely on seniority; under the new educational regulations and updated human resources systems, it has become a tool for measuring competence and excellence. These procedures aim to raise the quality of job performance, encourage teachers and staff to pursue continuous professional development, and obtain professional licenses that reflect their mastery of their respective fields.

Application guidelines and data verification mechanism

The ministry stressed in its statement the necessity of ensuring that all regulatory requirements for promotion are met before entering the processing and selection period. It emphasized the importance of the accuracy of data recorded in the approved electronic systems (Faris system), noting that the responsibility for the accuracy and consistency of this data lies with the employee and their direct employer. The ministry clarified the following points:

  • Timeline: The final announcement dates for the results are subject to the complete completion of the auditing and selection processes.
  • System closure: No upgrade or completion requests for deficiencies will be accepted after the officially specified time period has ended, which requires applicants to quickly update their files.
  • Communication channels: Any additional regulations or new instructions will be published exclusively through the official channels of the Ministry.

Promotion requirements for educational positions (ranks)

According to the regulations for educational positions, precise criteria have been established for promotion between different ranks, to ensure that promotion goes to the most competent:

  • Teacher rank: It is required to obtain the minimum number of professional development points approved in the points calculation guide.
  • Practicing Teacher Rank: Requires obtaining a valid professional license, which is an essential and non-negotiable requirement.
  • Advanced Teacher Rank: The applicant must have received a job performance evaluation of no less than (very good) in the last three years prior to promotion.

Promotions for those appointed on the wages item

For employees appointed on a wage basis, the ministry has set specific conditions for moving to the next higher category, which are:

  • Completing a minimum of four years in the current category.
  • Based on the criteria of seniority and competence together.
  • In the event of equal seniority between two candidates, preference shall be given to the employee with the highest academic qualifications.
  • It is necessary to register the academic qualification and job performance evaluation for the year 2025 in the Fares system before the due date.

Finally, the Ministry calls on all its employees to review their accounts in the Fares system and ensure that the promotion requirements are complete, as this system is the only approved reference for human resources procedures in the Ministry.
