Venture capital investment in Saudi Arabia 2025: 25x growth and record-breaking figures

In an unprecedented economic achievement reflecting the success of the Kingdom’s strategic plans, the Saudi Venture Capital Company (SVC) announced that the venture capital sector in Saudi Arabia achieved qualitative leaps during 2025. These leaps were represented in recording historical record numbers in terms of the size of funding or the number of deals executed, which consolidated the Kingdom’s position as a leader of the digital economy and innovation system in the region, as it maintained its leadership in the Middle East and North Africa region for the third year in a row.

Record figures reflect market maturity

Data released by SVC revealed that 2025 was an exceptional year by all measures, witnessing the highest number of deals in the sector's history at 254. This growth wasn't limited to the number of deals; venture capital investment also reached a record high of $1.66 billion . The magnitude of this achievement becomes clear when compared to 2018, when investment volume barely exceeded $60 million, meaning the market has increased 25- in just seven years. This phenomenal growth is attributed to the pivotal role played by the Saudi Venture Capital Company (SVC) since its inception in stimulating the ecosystem and acting as an effective market maker.

Vision 2030: The main driver of growth

These figures cannot be viewed in isolation from the broader context of Saudi Vision 2030, which has placed support for small and medium-sized enterprises (SMEs) and startups at the heart of its objectives to diversify national income sources. Legislative and regulatory reforms, along with a more conducive business environment, have contributed to attracting both domestic and foreign capital. This rapid growth is the culmination of concerted government efforts aimed at transforming the Kingdom into a global logistics and technology hub, which has encouraged international investment funds to invest heavily in the Saudi market.

Structural transformation and investor confidence

Commenting on this achievement, SVC CEO and Board Member Dr. Nabil Koshak emphasized that this is not merely a temporary surge but a "structural transformation" of the economy. Dr. Koshak stated, "These figures represent a structural shift in venture capital, and what the Kingdom has witnessed today is a result of the unwavering support of the wise leadership for all sectors, which has translated into a well-considered economic transformation." He added that the maturation of private investment clearly reflects the strength and resilience of the Saudi economy and investor confidence in the Kingdom's investment environment.

Economic impact: Jobs and innovation

The impact of this growth transcends mere financial figures, reaching into direct developmental impact. Venture capital is the lifeblood of startups, which in turn provide thousands of quality jobs for Saudi youth and contribute to the localization of technology and innovation. Dr. Koshak noted that this remarkable increase (25 times since 2018) reflects the attractiveness of the Saudi market to regional and global funds, and the readiness of Saudi entrepreneurs to develop scalable and competitive solutions, thus transforming innovation into sustainable economic value that bolsters non-oil GDP.
