The program clarified definitively that there is a fundamental criterion governing this eligibility, namely "place of residence," with cases falling into two categories:

• The first case (ineligible): If the beneficiary is a permanent resident of a government-run comprehensive rehabilitation center. In this case, they are not entitled to register for the Citizen's Account program, as the state covers all their living, medical, and social needs within the center, thus negating the purpose of the direct cash support allocated to address living expenses.
• The second case (eligible): If the beneficiary is registered in the Comprehensive Rehabilitation Program but resides at home or with their family (not in residential care centers). In this case, they are eligible to apply for the Citizen's Account Program and are subject to the same eligibility criteria applied to other citizens, where family income, the number of family members, and their ages are taken into consideration.
