Civil Defense guidelines for pilgrims to reduce risks in camps
Intensive efforts to secure the pilgrims in the holy sites
The Kingdom of Saudi Arabia places great importance on the safety of pilgrims during the Hajj season, with all security and service sectors working around the clock to ensure the rituals are performed with ease and comfort. In this context, the Civil Defense forces for Hajj have called upon Hajj campaign organizers and Tawafa establishments to intensify awareness campaigns and disseminate preventive safety guidelines and instructions within the camps at the holy sites, with the aim of minimizing potential risks and ensuring a safe environment for all pilgrims.
Key Civil Defense guidelines for pilgrims in camps
The General Directorate of Civil Defense emphasized a set of vital instructions that pilgrims and those in charge of campaigns must adhere to, most notably:
- Knowing the emergency exits: Emphasizing the importance of knowing the locations of emergency exits in camps to ensure a quick and safe evacuation in case of any emergency.
- Using fire extinguishers: Training on how to use the handheld fire extinguishers distributed in the camps for initial response to any fire before the arrival of the fire brigades.
- Electrical safety: Emphasis is placed on avoiding the use of substandard or non-compliant electrical connections, and avoiding overloading electrical systems that could lead to dangerous short circuits.
- Emergency Contact: The forces urged people not to hesitate to call the unified number (911) when assistance is needed in emergency situations.
The historical context of the development of safety measures in Hajj
These stringent measures did not come about in a vacuum; rather, they are the product of decades of continuous development and strategic planning. Historically, the Holy Sites, particularly Mina, have faced significant challenges related to fires in traditional tents, most notably the Mina fire of 1997. Since then, the Saudi Arabian government has brought about a qualitative and historic transformation by launching the "Fire-Resistant Advanced Tents Project" in Mina. These tents are constructed from fiberglass fabric coated with flame-resistant Teflon and equipped with advanced automated fire suppression systems, which has virtually eliminated fire incidents and made Mina the safest tent city in the world.
The importance and expected impact of safety plans
Adherence to civil defense guidelines has an impact not only on the individual, but also extends to local, regional and international dimensions:
- At the local level: These measures contribute to protecting lives and property, and facilitate the work of security and health authorities, reflecting the Kingdom’s high efficiency and capability in managing millions of people in a limited geographical area and short time frame.
- At the regional and international levels, the success of the Hajj safety plans sends a reassuring message to all Muslim countries worldwide that their pilgrims are in safe hands. Furthermore, the Saudi experience in disaster management and crowd protection has become a global model studied by international organizations concerned with crisis management.
The integration of technology and human consciousness
In addition to field guidance, Civil Defense forces today rely on artificial intelligence technologies, thermal imaging cameras, and proactive risk analysis to support their plans. However, the pilgrim's awareness and adherence to instructions disseminated through official media and social media platforms remains the cornerstone of these efforts and achieving a safe and incident-free Hajj season.
