123 cases of commercial concealment uncovered in Saudi Arabia: deterrent penalties and intensive campaigns

The National Program to Combat Commercial Concealment in the Kingdom of Saudi Arabia continued its tireless efforts to purify the commercial environment from illegal practices, announcing the implementation of 3,785 intensive inspection visits in various regions of the Kingdom during December 2025. These field actions came based on accurate indications and signs of suspected cases of concealment, reflecting the technological and regulatory development adopted by the concerned authorities.

Results of campaigns and targeted sectors

The inspection tours resulted in the detection of 123 initial suspected cases of commercial concealment. The violators were immediately referred to the competent authorities to complete the verification procedures and apply the prescribed penalties. The campaigns focused on verifying the compliance of commercial establishments and identifying violations in vital sectors that typically experience high transaction volumes. The most prominent targeted activities included:

• Car repair workshops (mechanics, electrical work, bodywork, and painting).
• The retail sector for luxury goods, clothing accessories, and watches.
• The tourist accommodation and serviced apartments sector.
• Restaurants that offer direct service.
• The contracting and general construction sector for residential buildings.

Deterrent penalties in the anti-concealment system

The program emphasized that the new anti-commercial concealment system imposes strict penalties to ensure both general and specific deterrence, with penalties reaching up to five years imprisonment and a fine of up to five million riyals . Furthermore, the penalties extend beyond this to include the seizure and confiscation of illicit funds after final judicial rulings.

The penalties also include decisive measures that terminate the violator's business operations, such as closing the establishment, liquidating the business, canceling the commercial registration, and prohibiting the violator from engaging in any future commercial activity. In addition, all outstanding zakat, fees, and taxes will be collected retroactively, and the violators will be publicly named in local newspapers at their own expense. Furthermore, any non-Saudis who were harbored will be deported from the Kingdom and permanently banned from returning to work there.
