In a strategic move aimed at transforming the education and training system in the Kingdom of Saudi Arabia, the Education and Training Evaluation Commission (ETEC) has released the third draft of the updated National Qualifications Framework through the "Istilaa" platform. This regulatory initiative comes in response to the rapid changes in global education and work patterns, and seeks to bridge the gap between the outputs of educational institutions and the evolving demands of the labor market, aligning directly with the objectives of the Human Capability Development Program, one of the programs under the Kingdom's Vision 2030.

Direct PhD system after Bachelor's

The most significant aspect of the new update is the establishment of a "direct PhD" pathway, which allows bachelor's degree holders to proceed directly to the doctoral level without completing the traditional master's degree, subject to rigorous standards that ensure academic quality. The framework stipulates that this qualification is equivalent to level eight in the national qualifications framework. To obtain this degree, full-time study for a minimum of five academic years following the sixth level (bachelor's degree) is required. The pathway also necessitates the completion of at least 36 credit hours of advanced courses, with the possibility of crediting up to 6 credit hours for supervised study, culminating in the preparation of an original dissertation that contributes to the advancement of knowledge in the specific field.

Professional certifications and mini-programs

The update also addressed the professional and technical aspects, providing precise definitions for professional certifications and qualifications to enhance workforce efficiency. It clarified that professional certifications are documents issued by specialized awarding bodies (such as professional organizations or leading companies) and granted after rigorous assessment processes that demonstrate an individual's competencies for a specific profession. In line with global trends toward flexible learning, the framework incorporated the concept of "micro-credentials," which are short-term educational or training modules focused on specific, specialized skills. This allows employees and students to acquire skills quickly and efficiently, tailored to the dynamics of the modern job market.

Soft and digital skills: the foundation of the future

The new framework moves beyond the traditional concept of qualifications based solely on theoretical knowledge, placing a strong emphasis on soft skills and digital skills. The update stipulates that skills such as collaboration, emotional regulation, and effective communication must be included in learning outcomes. It also underscores the importance of digital literacy, encompassing proficiency in artificial intelligence and cybersecurity technologies—skills that have become essential in light of the Kingdom's ongoing digital transformation.

Promoting national values ​​and identity

As part of building a well-rounded personality, the update emphasized integrating national values, principles, and professional ethics across the various levels of the framework. The previous overlap between values ​​and skills was disentangled, with a focus on internalizing established Saudi values. This ensures the graduation of individuals who possess not only scientific and professional competence but also responsibility, independence, and ethical commitment, thereby enhancing the competitiveness of Saudi citizens both domestically and internationally.
