In this context, the Ministry of Municipalities and Housing affirmed that the Emergency and Crisis Center operates within a comprehensive and advanced operational system for managing reports and emergencies during the 1447 AH Hajj season, through precise coordination and procedural mechanisms aimed at providing a safe and stable environment for pilgrims.

Throughout history, the Kingdom has dedicated all its resources to serving pilgrims performing Hajj and Umrah. The past decades have witnessed tremendous advancements in crowd management and crisis management mechanisms, transitioning from traditional methods to full reliance on modern technologies and artificial intelligence. This development aligns with the objectives of Saudi Vision 2030, which prioritizes serving the guests of God, making the Kingdom a global model for managing massive crowds and ensuring their safety within limited geographical areas and specific timeframes.
Emerg platform and improving field response efficiency
The Ministry aims to enhance response speed and improve field readiness in the Holy Sites through the Emerge platform (the unified platform for the emergency and crisis management system). This platform is a significant technological achievement, having won an award as one of the top three global platforms for smart cities. The Ministry explained that the center is responsible for organizing and operating emergency rooms, monitoring the readiness of field centers, ensuring the updating of communication data, and maintaining an inventory of vehicles and equipment. Furthermore, shift plans are monitored, and continuous coordination with relevant authorities is maintained to ensure the continuity of operations throughout the Hajj season, all through the platform.
A complete operational cycle for handling reports
The ministry explained that the center's operational system includes a fully automated and integrated cycle for handling reports. This cycle begins with receiving the alert and assessing the emergency situation, proceeds through activating the center and briefing the relevant leadership, and culminates in implementing emergency plans and monitoring the situation until full recovery and a return to normal. This comprehensive automation ensures enhanced preparedness and rapid response to any emergency that may occur, guaranteeing the safety of pilgrims.
Real-time reporting and national integration via the Samed platform
To ensure the highest levels of transparency and effectiveness, the Ministry indicated that the center submits regular and daily reports on incidents and emergencies in coordination with the Holy Capital Municipality and the Madinah Municipality. This coordination contributes to providing a real-time operational picture that supports rapid decision-making. The Ministry also confirmed that the emergency management system is linked to the Samed platform to relay emergency reports to the National Risk Council, as part of its integration with the national crisis and emergency management system, thus enhancing institutional preparedness and coordination among the various participating entities.
