Etmam Center: 38 digital services to support real estate development in Saudi Arabia

The Ministry of Municipalities and Housing announced a significant new step in the digital transformation of the real estate sector in the Kingdom, revealing that the "Etmam" Developers Services Center now offers 38 integrated digital services. These services are part of interconnected development initiatives aimed at streamlining and supporting the real estate development journey from concept to completion, reflecting the Ministry's commitment to removing obstacles for investors and developers.

A comprehensive digital services system

The ministry explained that the new service package covers various stages and areas of real estate development, including the development of undeveloped land within urban areas subject to fees, in addition to supporting diverse real estate development projects. These services are distinguished by providing the necessary technical and procedural support, standardizing government requirements, and ensuring the integration of stipulations through direct coordination with all relevant entities, thus ending the era of fragmented procedures across different departments.

The role of the Etmam Center in improving the business environment

The Etmam Center is a strategic government initiative aimed at improving the business environment in the real estate sector. Since its establishment, the center has played a pivotal role in connecting real estate developers with government and financing entities. This latest step further solidifies the center's position as an enabling arm, facilitating the acquisition of licenses and approvals through a unified process. This reduces the time required to launch residential and commercial projects, which positively impacts the real estate supply in the Saudi market.

Advanced work mechanism: Relationship manager for each developer

In the context of enhancing institutional efficiency, the Ministry indicated that the operational mechanism within "Etmam" is based on a "relationship manager" model, whereby a relationship manager is assigned to each real estate developer. This manager is responsible for following up on applications and coordinating directly with relevant authorities to ensure that procedures proceed according to the approved timeframes and regulations. This model guarantees investors an effective and continuous communication channel, eliminating ambiguity and strengthening confidence in government procedures.

Economic impact and alignment with Vision 2030

These services are of paramount economic importance, as the real estate sector is a cornerstone of diversifying national income sources. Automating procedures and reducing bureaucracy contribute to attracting local and foreign investment and lowering operational and administrative costs resulting from lengthy waiting periods. The Ministry emphasized that these efforts directly contribute to achieving the goals of the Kingdom's Vision 2030 , which aims to increase homeownership rates, improve the urban landscape, promote sustainable urban development in Saudi cities, and position the Kingdom as a leading regional and global investment destination.
