A hefty fine of up to 100,000 Saudi Riyals will be imposed on anyone found to be involved in transporting holders of any type of visit visa, or attempting to transport them to Mecca and the holy sites. This firm decision will take effect on the first day of Dhu al-Qi'dah and will continue to be strictly enforced until the end of the fourteenth day of Dhu al-Hijjah.
