Ten people were arrested for violating Hajj regulations and attempting to enter Mecca without a permit
As part of its ongoing efforts to ensure the safety and security of pilgrims to the Holy Mosque in Mecca, the Hajj security forces announced the arrest of ten residents of various nationalities, including Sudanese, Egyptian, and Yemeni, for blatantly violating Hajj regulations and instructions. Authorities explained that the violators attempted to infiltrate the Holy City via dirt roads and rugged valleys, intending to perform Hajj and remain in the holy sites without obtaining the necessary official permits for this year's Hajj season (1445 AH). They were immediately apprehended, and all legal procedures are being taken against them in preparation for the application of the prescribed penalties.
Historical background and importance of organizing the Hajj
These stringent measures are part of a comprehensive strategy adopted by the Kingdom of Saudi Arabia to manage the Hajj pilgrimage, the world's largest annual religious gathering. Over the decades, managing the Hajj has faced immense logistical and security challenges as the number of pilgrims from around the globe has grown. To ensure the safety of the pilgrims and provide a safe and seamless spiritual experience, the Saudi government has introduced an electronic permit system and rigorous regulatory procedures. This system aims to control pilgrim numbers in accordance with the capacity of the holy sites and available infrastructure, and to avoid the risks associated with overcrowding, such as the stampedes that occurred in previous years, which prompted a comprehensive reassessment of crowd management plans.
Local and international impact of regulatory measures
Domestically, the “No Hajj Without a Permit” policy contributes to maintaining order, facilitating the movement of registered pilgrims, and ensuring their access to essential services such as accommodation, transportation, and healthcare with high efficiency. It also prevents unauthorized individuals from exploiting services designated for registered pilgrims, which could overburden the health and security systems. Internationally, these measures enhance the Kingdom’s standing as a responsible custodian of the Two Holy Mosques and reaffirm its commitment to providing the highest standards of safety and security for all Muslims arriving from around the world. The successful organization of the Hajj reflects positively on the image of Islam and Muslims globally and highlights the Kingdom’s ability to successfully manage gatherings of millions of people.
A call for commitment and cooperation
The General Directorate of Mujahideen, participating in the Hajj security forces, reiterated its call to all citizens and residents to fully comply with the regulations and instructions governing the Hajj season. It emphasized that cooperation with the relevant authorities is the best way to ensure the safety and security of the pilgrims, stressing that violating these instructions will subject offenders to strict legal penalties, including fines, deportation, and a ban from entering the Kingdom for several years. The Directorate also urged everyone to report any violators or fraudulent Hajj campaigns by calling 911 in the Makkah, Madinah, Riyadh, and Eastern Province regions, or 999 in the rest of the Kingdom, to contribute to preserving the sanctity of the ritual and the safety of the pilgrims.
