The Ministry emphasized that a fine of up to 100,000 Saudi Riyals will be imposed on anyone who applies for a visit visa, of any type, for someone who has performed or attempted to perform Hajj without obtaining the necessary official permit.

Security officials clarified that this fine applies not only to attempting to perform the Hajj rituals but also to entering or remaining in Mecca and the holy sites illegally during the Hajj period. Adding to the severity of this decision is the fact that fines are multiplied and increased with the number of violators. For example, if someone issues visit visas for several individuals, and they all attempt to perform Hajj without a permit, the fine will be calculated separately for each individual violation, serving as a strong deterrent against any transgressions of regulations and laws.

Reports can be submitted by calling the unified number (911) in the Makkah, Madinah, Riyadh, and Eastern Province regions. In the rest of the Kingdom, the number (999) can be used. Cooperating in reporting violations is a national and religious duty to ensure the success of the Hajj season and the safety of the pilgrims.
