This launch was not a spur-of-the-moment decision, but rather the culmination of a cumulative process of diligent work that began intensively in 2021. At that stage, the government's focus was on governing the institutional structure to unify concepts and reduce overlaps between entities, thus contributing to building a solid foundation for managing digital business. By 2023, the experience had reached a significant maturity through enhanced integration in measurement processes, moving from simply regulating practices to unifying monitoring mechanisms and linking digital performance to frameworks that support highly accurate decision-making.

The year 2024 marked a significant turning point with the launch of the second version of the National Enterprise Architecture “NORA 2”, which expanded the scope of work to include highly flexible digital business management, preparing the technical environment for a smooth transition to the new program that focuses on practical application rather than theoretical methodologies.
