Livestock project leasing permit service: New regulations to protect investors' rights

In a new strategic move aimed at regulating the agricultural and livestock sector in the Kingdom of Saudi Arabia, the Ministry of Environment, Water and Agriculture has launched an innovative digital service called "Animal Project Leasing Permit." This step comes as part of the Ministry's ongoing efforts to govern leasing operations and regulate the contractual relationship between parties involved in the investment process, ensuring the rights of both the owner and the lessee, and enhancing operational efficiency in livestock projects.

This service is particularly important given the Kingdom's general trend towards digital transformation and the automation of government procedures. The new service allows investors to obtain permits entirely electronically through the Ministry's approved platforms. This digital transformation directly contributes to simplifying bureaucratic procedures, reducing the time required to start businesses, and enhancing transparency and reliability in this vital sector, which is a cornerstone of the national food security system.

The mechanism of operation and ensuring the accuracy of information

The ministry meticulously designed the beneficiary journey to ensure compliance with standards. The process begins with acceptance of the user agreement, proceeds through immediate automated verification of the entered data and completion of required attachments, and culminates in a final review before official approval. To further reassure investors, applicants receive a reference number and a dedicated link immediately upon completion of the process, allowing them to track the application's progress in real time until the final decision is issued.

Within the framework of legislative flexibility, the Ministry provided an option that allows for the cancellation of the permit if the investor wishes to terminate the contractual relationship before its expiry, in accordance with regulatory frameworks that guarantee the rights of all parties and prevent future disputes, thus creating an attractive and safe investment environment for local and foreign capital.

Regulatory requirements and 3 attempts for the tenant

The ministry has set a set of precise requirements to ensure the seriousness of the investment, stipulating that to benefit from the service, the lessor must have a valid operating license for poultry projects, and linking the issuance of the permit to a valid lease contract, while stressing at the same time not to use one contract to obtain more than one permit, in order to prevent manipulation and ensure the accuracy of the sector’s statistical data.

Among the most prominent advantages of the new service is preserving the tenant's right to resubmit the application with the same contract number up to a maximum of three times if the landlord rejects the first application, provided that all applicable regulations and decisions are fully complied with. This measure aims to ensure that business operations are not disrupted and to provide ample opportunities to rectify any issues or address any deficiencies, reflecting the Ministry's commitment to business continuity.

This initiative is part of a comprehensive strategy aimed at improving the business environment and enhancing oversight in the livestock sector. This regulation is expected to contribute to the sustainability of investments in food security and increase domestic production of animal products, in line with the goals of the Kingdom's Vision 2030, which aims to achieve self-sufficiency in several essential food commodities.
