As part of the Kingdom of Saudi Arabia’s ongoing efforts to ensure the comfort and safety of pilgrims to the Holy Mosque in Mecca, the Ministry of Justice has announced its complete readiness for the Hajj season. These preparations are facilitated through a comprehensive judicial and documentation system specifically designed to operate within the boundaries of the Grand Mosque and the Holy Sites. This announcement reflects the Kingdom’s unwavering commitment to providing the highest quality services to the pilgrims, a commitment renewed annually under the wise guidance of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the diligent oversight of His Royal Highness Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, may God protect them both, to dedicate all resources to ease the pilgrims’ journey.

Historically, God Almighty has honored the Kingdom of Saudi Arabia with the service of the Two Holy Mosques. Since the founding of the state, the wise leadership has placed the care of pilgrims and Umrah performers at the forefront of its priorities. Over the decades, these services have evolved dramatically, moving from traditional methods to adopting the latest global technologies. In this context, the Ministry of Justice has undergone tremendous structural and digital transformations in line with the objectives of Saudi Vision 2030, transitioning from traditional paper-based processes to providing smart and mobile judicial services. This facilitates the completion of any legal or documentation procedures for pilgrims with ease and convenience, without affecting the performance of their religious rites.

Specialized judicial circuits and mobile notary offices

To ensure swift resolution of cases, the Ministry's field preparations included equipping seven specialized judicial circuits. These circuits operate around the clock, seven days a week, within the boundaries of the Grand Mosque in Mecca, Mina, Arafat, and Muzdalifah. Their primary objective is to promptly address any cases or disputes that may arise during the Hajj season, thus contributing to faster adjudication and streamlining procedures while fully upholding all judicial guarantees. In addition, four mobile notary offices, equipped with the latest technology, have been deployed to reach pilgrims wherever they are, providing notarial services and issuing powers of attorney to pilgrims and to government and private entities involved in organizing the Hajj.

Digital transformation and the Najiz platform: local and international impact

On the technical front, the Ministry of Justice affirmed its commitment to leveraging all available digital resources to support judicial services during the Hajj season through the “Najiz” platform and its smart mobile application. The platform offers more than 160 integrated judicial services encompassing the judicial, documentation, and enforcement sectors. This digital advancement has a significant impact; locally, it reduces congestion and enhances the efficiency of institutional operations. Regionally and internationally, it reflects the Kingdom's positive image and its exceptional ability to manage millions of pilgrims while providing a sophisticated legal and judicial framework that guarantees the rights and peace of mind of pilgrims arriving from all corners of the globe.

These tremendous efforts by the Ministry of Justice are part of a broader framework of integration and joint coordination among all governmental, security, and health agencies to serve the pilgrims.
