The Saudi Ministry of Education announced today, Tuesday, the opening of applications for teachers wishing to transfer through the "Fursah" program for the current academic year. The application process is entirely electronic via the "Faris" self-service system, and the application period will continue until the 17th of Sha'ban, amidst great anticipation from the educational field.
The context of digital transformation and governance of procedures
The launch of the "Fursah" program through the "Faris" system is an extension of the Ministry's strategy to automate human resources processes and streamline transfer and appointment procedures. The Faris system is the cornerstone of administrative and financial services for education staff, and its use in transfer processes aims to ensure transparency, fairness, and speed, aligning with the goals of digital transformation in the government sector and facilitating services for teachers without the need for traditional paper-based processes.
Strict conditions to ensure school stability
In a move aimed at enhancing educational stability in schools, the Ministry has introduced stricter conditions this year, most notably a clause prohibiting repeated short-term transfers. The Ministry stipulated that applicants must not have benefited from any previous job opportunity or transfer decision unless five full years have passed since they began that position. This measure aims to prevent frequent annual transfers that can disrupt academic plans and negatively impact student learning outcomes due to staff instability.
Regulations for teachers under the contract system and job performance
Regarding teachers appointed under the "regulatory contracts" system, the Ministry has established specific geographical restrictions limiting their movement. They are prohibited from applying for positions outside the jurisdiction of the General Directorate of Education to which they currently belong, meaning their transfers are restricted to sectors within that same directorate. As for other applicants, the regulations stipulate that the location of the desired position must be in a sector different from their current one.
Regarding the criteria of competence and eligibility, the ministry stressed the need for applicants to have a job performance evaluation for the previous two academic years, with automatic rejection of applications from any teacher who is still undergoing a probationary period, or who does not have the qualifications and precise specialized conditions for the opportunity offered.
Excluded categories and the importance of regulation
The regulations explicitly exclude six categories from competing for transfer opportunities to ensure immediate readiness to begin work. These categories are: those on study leave, those seconded for teaching or study, those on study or exceptional leave, those on secondment to other entities, those with disabilities, and those removed from teaching positions. Applicants must have a clean record of these categories by the specified start date.
These controls are of utmost importance in achieving a balance between teachers’ desires to transfer and the interests of the student and the school, as job stability contributes to creating an attractive and stable educational environment, which positively impacts the overall performance of the educational system in the Kingdom.
The ministry called on all male and female teachers to take advantage of the current application period and to carefully review their data through the “Faris” system to ensure that the detailed conditions are met before finalizing the applications.
