Ministry of Health: Applications open for administrative promotions via Masar platform
A new phase of administrative promotions begins in the Ministry of Health
In a move reflecting the Kingdom of Saudi Arabia's commitment to developing its human resources and enhancing institutional transparency, the Ministry of Health, represented by its Human Resources Agency, announced the start date for registering job preferences for promotions (civil service) for those holding administrative ranks from the tenth to the twelfth. This step, accessible through the "Masar" electronic platform, underscores the Ministry's ongoing efforts to empower its employees and advance their career paths according to the latest digital standards.
Details and application deadlines via the Masar platform
The Ministry clarified that the application period will be open from Shawwal 19 to 24, 1447 AH. It urged all eligible employees to promptly complete their registration through the official Masar platform website (www.masar.sa). This timeframe is a crucial opportunity for administrative staff to update their information and ensure their readiness to compete for available vacancies, as the application period will close immediately after the deadline, and no modifications or registrations will be permitted thereafter.
Criteria for selection and evaluation of administrative promotions
To ensure fairness and equal opportunities, the Ministry of Health clarified that applicants will be selected according to precise and approved criteria. The 2025 performance evaluation constitutes the largest portion (50%) of the total evaluation. In line with the goals of Saudi Vision 2030 to promote a culture of volunteerism and reach one million volunteers, volunteer work will be counted at 20% according to approved national platforms, provided that the volunteer hours are no less than 40 and no more than 800. Approved training courses will also be counted at 20%. In addition, extra points will be awarded for other factors, including achieving financial savings, improving performance efficiency, and obtaining certificates of excellence.
Terms and conditions of application and automated nomination
The ministry emphasized the importance of verifying the accuracy of the data registered on the “Masar” platform before specifying job preferences. If any discrepancies exist, applicants should contact the Human Resources departments to update their information through official channels. It was also noted that document uploads will be processed through the “Mawared” system after job preferences have been selected.
Job selection is based on submitted preferences, and nomination does not guarantee promotion, as the nominee has the right to decline the promotion after the decision is issued. If no suitable positions are available, the employee is considered ineligible for this cycle. In the event of a tie between nominees, additional selection criteria are applied, including seniority within the general pay scale, academic qualifications, and the date of graduation. The ministry concluded by emphasizing that all procedures are automated without human intervention, and the promotion is effective from the date of commencement of work at the new location.
General context: Digital transformation and human resources governance
These announcements come within the context of the comprehensive digital transformation underway in the Kingdom of Saudi Arabia. The “Masar” platform, launched by the Ministry of Human Resources and Social Development, is a comprehensive national system aimed at governing human resources procedures and services in the public sector. This digital transformation eliminates paper-based bureaucracy and ensures the application of the highest standards of integrity and transparency in promotion, transfer, and evaluation processes.
The importance and expected impact of healthcare sector upgrades
At the local level, this measure contributes to raising the morale of administrative staff in the health sector, which positively impacts their productivity and job satisfaction. Including volunteer work as a key criterion for promotion strengthens social solidarity and motivates employees to serve their community. At the institutional level, relying on competence and performance evaluation ensures that qualified administrative leaders reach senior positions, thus supporting the Ministry of Health's efforts to provide distinguished health and administrative services that meet national aspirations and support the sustainability and development of the health sector in the Kingdom.
