Health cluster staff transfer offers: 5-day deadline for decision

The administrations of the Riyadh II, Eastern, and Qassim health clusters have officially begun sending job offers to their staff in preparation for their transfer from the Ministry of Health to the Health Holding Company. The administrations have stipulated a mandatory and decisive deadline of no more than five working days for accepting these offers, emphasizing that failure to respond within this period will be legally considered a final rejection of the offer, thus necessitating the application of the regulatory procedures stipulated in Cabinet Resolution No. 616.
Urgent messages and important warnings
The administrations of the three clusters sent urgent, unified messages to employees who successfully met the selection criteria, urging them to regularly check their official email to ensure they receive their transfer requests promptly and make the appropriate decision before it's too late. The administrations emphasized that this step is a culmination of the employees' successful completion of the rigorous criteria and standards set by the Ministry of Health in coordination with the Ministry of Human Resources and Social Development, guaranteeing a smooth and fair transfer process for qualified personnel.
The context of health transformation and Vision 2030
This executive measure is an integral part of the Health Sector Transformation Program, a key component of the Kingdom's Vision 2030, which aims to restructure the Kingdom's healthcare sector into a comprehensive, efficient, and integrated system. The transfer of employees from the civil service system to a self-operated system under the umbrella of the Health Holding Company is a pivotal step in this transformation, aiming to increase spending efficiency and improve the quality of services provided to beneficiaries.
Job offer details and transfer process
The job offer includes comprehensive and detailed information on the basic salary and benefits, accompanied by a reassuring message from management affirming that "the transformation journey will only be complete with its own staff," clearly demonstrating their desire to retain current national talent. The management also included a comprehensive "Employee Handbook" with the job offers, detailing the transition process, rights, and responsibilities, serving as a legal and administrative reference for employees in their new work environment.
Separating the organizational role from the operational one
This extensive movement marks the launch of the second phase of transferring healthcare clusters from the Ministry of Health to the Health Holding Company. This strategic step aims to separate the regulatory and supervisory role, which will remain with the Ministry of Health, from the operational role, which will be assumed by the company and its healthcare clusters. This qualitative shift aims to enable the Ministry to focus on enacting legislation and monitoring performance, while the healthcare clusters concentrate on completing their operational model and improving the quality of medical care, thereby enhancing competitiveness and increasing patient satisfaction.
Deadline for decision and subsequent procedures
The official notifications emphasized that the five-day period begins from the moment the email is sent and is considered a crucial and decisive timeframe in determining the employee's career path in the coming phase. The notifications also categorically warned that silence or failure to respond within the specified period will be considered an implicit rejection of the offer, which will necessitate the completion of administrative procedures to address the employee's transfer status according to the established regulations.
