Introduction: Intensive preparations for the Hajj season
In its ongoing efforts to provide the best possible services to pilgrims, the Ministry of Municipalities and Housing, represented by the Holy Capital Municipality, announced the establishment of 28 municipal service centers in the Holy Sites during the 1447 AH Hajj season. This strategic step aims to create advanced field points closer to areas of high population density, ensuring greater operational efficiency and faster response times in Mina, Muzdalifah, and Arafat.
The historical context of serving the guests of God
Since the founding of the Kingdom of Saudi Arabia, serving pilgrims has been a top priority for the wise leadership. Over the decades, the Holy Sites have witnessed tremendous development in infrastructure and logistics. With the launch of Vision 2030, and specifically through the “Guests of God Service Program,” institutional efforts have intensified to provide a distinguished and safe spiritual experience. Municipal services are a cornerstone of this historic development, having evolved from traditional services to a smart and integrated system managed with the latest technologies to ensure the comfort of pilgrims.
Strategic distribution of municipal centers
To ensure maximum efficiency, the municipal centers were distributed based on meticulous crowd movement studies. Mina received the largest share with 22 centers, given that it is the site where pilgrims spend the longest period (the days of Tashreeq) and experience the highest density. Three centers were allocated in Muzdalifah and three in Arafat. This carefully considered geographical distribution provides direct field coverage of the locations most closely linked to the movement, accommodation, and transportation of pilgrims between the holy sites.
Market monitoring and environmental sanitation
These centers operate like beehives around the clock, with field teams directly overseeing public hygiene and environmental sanitation, which is crucial for preventing the spread of disease in these massive gatherings. In addition, the teams monitor markets and stalls to ensure the safety of food provided to pilgrims, identifying and addressing any issues immediately. This is achieved through direct and continuous coordination with relevant departments, security agencies, and health authorities to guarantee the continued provision of high-quality services, especially during peak times.

This meticulous organization is of paramount importance on several levels. Locally, it reflects the Saudi government's ability to efficiently and effectively manage millions of pilgrims, reinforcing the Kingdom's position as a leader in managing major events and providing thousands of seasonal job opportunities for Saudi nationals. Ultimately, the primary objective remains bringing municipal services closer to the pilgrims and translating field monitoring into tangible improvements in cleanliness, safety, and operational efficiency, thus creating a healthy, organized, and safe environment befitting the guests of God.
