The Meteorology Department conducts monitoring exercise 11 in preparation for Ramadan 1447

In a strategic move aimed at enhancing public safety during major religious seasons, the National Center for Meteorology conducted Exercise “Rasad 11” at its headquarters in Jeddah. This exercise is part of the early and intensive preparations for the holy month of Ramadan 1447 AH. The exercise saw wide participation, with 47 representatives from 25 relevant government agencies in the Makkah and Madinah regions, testing and evaluating the effectiveness of detailed emergency plans.

This exercise culminates a series of preparatory workshops recently held by the center as part of its ongoing efforts to enhance operational readiness for dealing with potential weather phenomena. "Rasad 11" primarily aims to strengthen integration and coordination among all governmental, security, and service sectors to ensure an immediate and effective response to any weather emergency that may affect the safety of pilgrims and visitors.

The importance of the exercise in the context of serving the pilgrims

Exercise “Rasad 11” is of paramount importance due to the unique geographical and climatic characteristics of the Makkah and Madinah regions, especially given the high population density experienced in the two holy cities during the blessed month of Ramadan. These efforts fall within the objectives of the Kingdom’s Vision 2030 program for serving the pilgrims, where the accuracy of meteorological information and its rapid dissemination to field teams are crucial factors in crowd management, traffic control, and the preservation of lives and property.

Realistic simulation using the latest technologies

The exercise was distinguished by its reliance on advanced simulation technologies within a virtual environment that mirrored a severe and impactful weather event that could affect the Holy Sites and Medina. During the exercise, the center's technical mechanisms within the national emergency plan were highlighted, the effectiveness of hotline communication channels between agencies was verified, and the accuracy and timeliness of reports and early warnings were ensured, thus supporting decision-makers in taking the necessary preventative measures.

Recommendations and Results

The “Monitoring 11” exercise concluded with a number of important recommendations, most notably the emphasis on the need for periodic testing of communication channel compatibility and alternatives to ensure the uninterrupted flow of information and alerts to beneficiaries under any circumstances. Participants also stressed the importance of maintaining the highest levels of readiness and preparedness, and updating plans based on the exercise's outcomes to guarantee a safe and stable Ramadan season for all visitors to the Two Holy Mosques.
