Strict penalties await those who transport pilgrims violating Hajj regulations without a permit

The Saudi Ministry of Interior announced a package of strict measures and severe penalties targeting anyone involved in transporting pilgrims who violate Hajj regulations by not possessing official permits. This step comes within the framework of the ongoing efforts of the Custodian of the Two Holy Mosques' government to ensure the safety and security of pilgrims and to provide a well-organized environment that allows them to perform their rituals with ease, comfort, and peace of mind.

5 severe penalties await those transporting Hajj violators

The Ministry of Interior affirmed that security authorities will strictly enforce the regulations against anyone caught transporting individuals to perform Hajj without the necessary permits, regardless of whether the transporter is a citizen or resident. The prescribed penalties include five key deterrent measures:

  • A huge financial penalty: A fine of up to 50,000 Saudi Riyals is imposed for each pilgrim who is transported in an irregular manner.
  • Imprisonment penalty: Imprisonment for up to six months for the offending carrier.
  • Confiscation of means of transport: Legally demanding the confiscation of the land vehicle used in the unauthorized transport operation.
  • Deportation and expulsion: If the carrier is a foreigner, he will be deported immediately after the prescribed penalty is carried out against him.
  • Ban on entering the Kingdom: The violating expatriate is permanently banned from entering the territory of the Kingdom of Saudi Arabia in accordance with the approved regulatory periods.

General context and historical background of Hajj organization

Historically, the Kingdom of Saudi Arabia has given great importance to organizing the Hajj pilgrimage, launching the “No Hajj Without a Permit” campaign many years ago. This campaign was a necessary response to the logistical and security challenges posed by the millions of pilgrims in the limited geographical area of the Holy Sites. In the past, the haphazard and unorganized influx led to massive overcrowding, posing a risk to the safety of the pilgrims. Hence, the importance of the permit system became evident, ensuring that the number of pilgrims aligns with the capacity of the camps, transportation, health services, and security, reflecting the Kingdom’s unwavering commitment to protecting lives and facilitating the performance of the rituals.

The importance of the event and its expected impact

Local impact

Domestically, the strict enforcement of these penalties helps eliminate fraudulent campaigns and reduces the phenomenon of pilgrims sleeping in the holy sites, which obstructs pedestrian and ambulance traffic. It also ensures that government resources and services—whether health, security, or food—are directed to registered pilgrims who arrived through official channels, thus improving the quality of services provided and enhancing crowd management efficiency.

Regional and international impact

Regionally and internationally, these stringent measures bolster the confidence of Muslim countries in the Kingdom's ability to manage this largest global gathering of people with the highest safety standards. The permit system also ensures fairness in the distribution of Hajj quotas among the world's nations, giving the greatest possible number of Muslims the opportunity to perform the pilgrimage in an organized and equitable manner, and preventing the depletion of quotas and resources by undocumented pilgrims.

A call for commitment and cooperation for the Hajj season of 1447 AH

The Ministry of Interior emphasized that obtaining a valid Hajj permit is a prerequisite for performing the pilgrimage. The Ministry called upon all citizens and residents to fully comply with the regulations governing the 1447 AH Hajj season and to cooperate effectively with the relevant authorities to ensure the safety and security of the pilgrims. It stressed that violating these regulations will subject offenders to strict legal penalties.

The Ministry also urged everyone to report any violations or fraudulent campaigns by calling 911 in the Makkah, Madinah, Riyadh, and Eastern Province regions. In the rest of the Kingdom, reports can be made by calling 999. Adherence to these guidelines reflects community awareness and contributes to a successful Hajj season, ensuring it reflects the Kingdom's stature.
