Qatif Municipality: 3 neighborhoods and 8 streets required to obtain building compliance certificates

The Qatif Governorate Municipality officially announced the launch of the second phase of the "Building Compliance Certificate" initiative, targeting several commercial and vital streets in the governorate. This initiative is part of ongoing efforts to improve the urban landscape and enhance the quality of life in the Eastern Province. This step complements the strategic plans developed by the Ministry of Municipal and Rural Affairs and Housing to address visual pollution and promote compliance with urban planning regulations.

Context of the initiative and its national objectives

These initiatives fall under the Quality of Life Program, a key component of the Kingdom's Vision 2030, which aims to improve the lifestyle of individuals and families and build a society that enjoys a balanced life. The Building Compliance Certificate is a regulatory document granted to owners of existing and new buildings, certifying their compliance with regulations and visual pollution standards, such as unauthorized facade modifications, construction debris, or insufficient parking spaces as per approved permits. This initiative primarily aims to provide a healthy and sustainable built environment, which will positively impact the region's investment appeal.

Details of the geographical scope of the second phase

The inspection teams in Qatif Municipality precisely defined the scope of work to include densely populated and commercially active neighborhoods, namely Al-Nasirah, Dana Al-Rams, and Al-Shubaili. Specific streets were selected based on their traffic and commercial importance

  • Al-Nasra neighborhood: The mandatory measures included “Abu Bakr Al-Razi” and “Al-Farazdaq” streets, in addition to “Al-Fath Street,” which is a vital artery that connects several key points and witnesses active commercial traffic that requires control of aesthetic standards.
  • Dana Al Rams neighborhood: The campaign has been expanded to include Al Harith Al Tamimi Street and 7H Street, in order to ensure the consistency of the architectural facades in this relatively modern neighborhood.
  • Al-Shubaily neighborhood: The initiative targeted four main axes: Al-Arqam Bin Abi Al-Arqam Street, Ibrahim Al-Khalil Street, Ibrahim Bin Muhammad Street, and Ayoub Street.

Expected impact and the role of owners

The Mayor of Qatif Governorate, Engineer Saleh Al-Qarni, affirmed that obtaining a compliance certificate is no longer a mere routine procedure, but rather a necessary step to increase the market value of properties and ensure their sustainability. He pointed out that property owners' adherence to engineering and aesthetic standards directly contributes to eliminating haphazard development that mars the city's overall appearance. The municipality urged all property owners within the designated area to promptly obtain the certificate through the approved digital channels to avoid fines and regulatory violations. It also emphasized the continuation of its field visits to provide the necessary guidance and technical support to ensure the highest levels of efficiency in implementing the standards.
