Real estate registration process begins in major cities
In a strategic move aimed at regulating and governing the real estate sector, the General Authority for Real Estate began the process of registering real estate ownership today (Sunday) . This exceptional and important phase will continue until the end of Thursday, June 18, 2026 (corresponding to Muharram 3, 1448 AH).
Geographic scope and targeted neighborhoods
This massive phase includes the registration of (459,517) real estate plots distributed in vital areas including Riyadh, Makkah, and Madinah. Historically, real estate ownership documentation in the Kingdom relied heavily on traditional deeds, which sometimes lacked the spatial accuracy required by modern technologies. This occasionally led to overlapping ownership claims or border disputes. With the launch of Saudi Vision 2030 , the urgent need to digitize and govern the real estate sector emerged as a key pillar of the non-oil GDP. This led to the development of the property registration system, which assigns a unique property number to each unit, based on precise geographic coordinates to prevent duplication or manipulation.
The importance of the event and its expected impact
This transformation has far-reaching dimensions and effects on several levels:
- At the local level, the new system helps protect the property rights of citizens and investors, and almost completely eliminates legal disputes related to boundaries and areas. It also facilitates secure buying, selling, and mortgage transactions.
- At the regional and international levels, this measure enhances the attractiveness of the Saudi real estate market to foreign capital. International investors always seek a transparent and reliable regulatory environment, and the land registration system positions the Kingdom among the leading countries in land and property management, thus improving its ranking in global transparency and ease of doing business indices.
Objectives of in-kind registration and penalties for delay
The primary objective of property registration is to officially document ownership and link the property to its precise location on a geospatial map. In this regard, the General Authority for Real Estate emphasized the necessity for all property owners to adhere to the 90-day registration deadline, starting from the date of the announcement for the targeted areas. The Authority clearly warned that negligence or delay in registration within this period may subject the owner to legal consequences, including a hefty fine of up to 100,000 Saudi Riyals, to ensure the swift completion of this national project and safeguard everyone's rights.
