
Flexible working hours in Riyadh: Innovative solutions to ease bottlenecks
In a strategic move aimed at improving traffic flow in the capital, the Royal Commission for Riyadh City, in partnership with the Ministry of Human Resources and Social Development, announced the launch of the Flexible Working Hours. Launched on June 2, 2024, the initiative aims to alleviate traffic congestion and enhance the efficiency of urban mobility during peak hours, representing an innovative solution to one of the most significant challenges facing major cities worldwide.
This initiative comes in the context of Riyadh's rapid growth, a key component of Saudi Vision 2030, which has transformed the capital into a global economic and investment hub, attracting talent and businesses. This massive urban and population expansion has naturally placed increased pressure on road infrastructure, making traffic congestion a daily challenge that impacts residents' quality of life and overall productivity. Therefore, the need has arisen for smart traffic management solutions that go beyond traditional road expansion and integrate with large-scale public transportation projects like the Riyadh Metro.
The mechanism for implementing flexible working hours and its impact
The current phase of the initiative includes more than 50 government and private entities spread across six vital work sites experiencing high traffic volumes: King Abdullah Financial District (KAFD), Digital City, the Diplomatic Quarter, Lissen Valley, Granada Business Park, and Roshan Waterfront. The initiative's concept is based on distributing employee arrival and departure times over an extended window of up to four consecutive hours, rather than concentrating them within a single hour.
According to the new regulations, flexible working hours for entities subject to the Civil Service Law will be from 5:30 a.m. to 9:30 a.m., while for government entities subject to the Labor Law, working hours will be from 7:00 a.m. to 11:00 a.m. This time distribution aims to flatten the traffic peak curve, reducing the number of vehicles on the roads at any given time and significantly improving traffic flow.
Strategic dimensions for enhancing quality of life and productivity
The impact of this initiative extends beyond traffic management to encompass significant social and economic dimensions. For employees, this regulatory measure grants them greater flexibility in choosing their working hours to suit their personal circumstances, contributing to a better work-life balance and enhancing quality of life and job satisfaction. Furthermore, reducing time wasted in traffic congestion positively impacts employees' mental and physical health and increases their productivity.
The relevant authorities confirmed that this regulation applies only to administrative positions with fixed schedules to ensure the decision's effectiveness, with the exception of vital sectors whose nature of work requires continuous operation and uninterrupted service delivery, primarily the health and public education sectors, in addition to field and operational positions. This step is part of a comprehensive set of solutions being implemented by the Royal Commission to create a more efficient and sustainable urban environment, in line with Riyadh's status as one of the world's fastest-growing and most rapidly developing cities.
