The center clarified, through an official post on the “X” platform, a crucial legal and regulatory principle: “All of Arafat is a place of standing, and climbing Mount Arafat is not required.” This clarification aims to correct some misconceptions among pilgrims who believe climbing the mountain is necessary to complete the rituals. Historically and religiously, the Prophet Muhammad (peace be upon him) stood at the mountain during his Farewell Pilgrimage, but he established the principle of ease when he said, “I stood here, and all of Arafat is a place of standing.” This prophetic guidance removes hardship for Muslims and prevents the dangerous overcrowding that could occur if millions attempted to climb to a limited geographical area.

To ensure maximum protection, the center stressed the need to adhere to four key guidelines while in the holy sites:
- Stay away from steep inclines: Avoid climbing mountains and rough paths that could lead to slipping or falling.
- Adherence to designated routes: Walk only on paved and prepared roads that are designed to safely accommodate human density.
- Caution regarding unstable rocks: Avoid standing or walking on moving or unstable rocks to prevent injuries.
- Follow the instructions of the competent authorities: Respond immediately to the directives of the security personnel and the organizational teams present on site to manage the crowds.
