Saudi Arabia: Unemployment rate falls to 3.4% in the third quarter of 2025

The General Authority for Statistics in the Kingdom of Saudi Arabia announced promising data for the labor market, as the overall unemployment rate for the population (Saudis and non-Saudis) declined to 3.4% by the end of the third quarter of this year 2025. This figure represents a decrease of 0.3 percentage points compared to the same period last year 2024, reflecting the success of the economic policies and localization programs pursued by the Kingdom.

Unemployment indicators among Saudis and the workforce

Detailed data showed that the unemployment rate among Saudi citizens reached 7.5% , registering an annual decrease of 0.3 percentage points. Despite a slight quarterly increase of 0.7 percentage points, the overall trend indicates continued improvement over the medium term. In a related development, the labor force participation rate for the total population rose to 66.9%, an annual increase of 0.3 percentage points, demonstrating the expansion of the economic base and the market's capacity to absorb more skilled workers.

The context of Vision 2030 and economic transformation

These figures come in the context of significant progress towards achieving the goals of the Kingdom's Vision 2030 , which has set reducing unemployment rates among citizens to 7% as one of its key strategic objectives. Approaching this figure (currently 7.5%) reflects the effectiveness of human capital development programs and localization initiatives, in addition to structural reforms that have enabled the private sector to take the lead in employment rather than relying entirely on the public sector.

Empowering women and youth

In terms of gender and age groups, the indicators revealed:

  • The participation of Saudi males in the workforce has risen to 64.3%, reflecting the stable demand for national labor.
  • The continued active presence of Saudi women in the labor market is thanks to legislation that has facilitated the work environment and diversified job options.
  • The growing participation of young people (15-24 years old) of both genders is a vital indicator of the success of programs to align educational outcomes with labor market needs, and the increasing desire to gain early experience.

Job seeker flexibility and recruitment tools

The survey results highlighted a significant shift in the behavior of job seekers, with 95.3% of unemployed Saudis expressing their willingness to work in the private sector, breaking the previous stereotype of preferring government jobs. They also demonstrated a high degree of flexibility by accepting full working hours and commuting distances of up to an hour daily.

Regarding job search methods, direct application to employers topped the list at 73.3%, followed by the use of the unified national employment platform “Jadarat” at 59.4%, and then updating resumes via professional platforms at 50.5%, with an average of 4 active methods per job seeker, reflecting a growing awareness of modern employment tools.

Expected economic impact

This decline in unemployment rates carries significant economic implications, as it contributes to boosting domestic purchasing power and increasing the non-oil sector's contribution to GDP. It also sends positive signals to local and international investors regarding the stability and efficiency of the Saudi labor market, thereby enhancing the Kingdom's investment climate and supporting sustainable economic growth.
