A fine of 20,000 riyals for those who violate Hajj regulations and enter Mecca on a visit visa

The Saudi Ministry of Interior announced new and stricter regulations for this year's Hajj season, emphasizing a fine of 20,000 Saudi riyals for anyone attempting to enter Mecca and the holy sites while holding a visit visa of any type. This decision comes as part of the comprehensive national campaign, "No Hajj Without a Permit," which aims to ensure the safety and security of pilgrims and provide them with the best possible services.

General context and historical background of Hajj organization

Every year, the Kingdom of Saudi Arabia welcomes millions of Muslims from around the world to perform Hajj, the fifth pillar of Islam. Over the decades, managing these massive crowds has presented a significant logistical and security challenge. Therefore, the Saudi government has continuously developed systems and procedures to ensure the smooth performance of the rituals in a safe and organized environment. The Hajj permit system is one of the most important tools developed to achieve this goal, allowing for the predetermination of pilgrim numbers and the allocation of necessary resources, such as accommodation, transportation, and healthcare, in accordance with the capacity of the holy sites.

Attempts to perform Hajj through irregular means, such as using visit or tourist visas, place additional strain on infrastructure and services, jeopardizing the safety of legitimate pilgrims and negatively impacting the quality of their spiritual experience. For this reason, Saudi authorities emphasize that visit visas do not authorize their holders to perform Hajj, and that each purpose of entering the Kingdom requires a specific visa.

The importance of the decision and its expected impact

The decision to impose a large financial penalty is of great importance on several levels:

  • At the local level, the decision reinforces the authority of the system and the law, and serves as a strong deterrent to violators. It also contributes to alleviating chaotic overcrowding in Mecca and the holy sites, enabling security and service agencies to perform their duties more efficiently and ensuring access to essential services for authorized pilgrims.
  • At the regional and international levels, this decision sends a clear message to all Muslims worldwide and to travel and tourism companies about the necessity of adhering to official instructions issued by the Kingdom. This will reduce instances of fraud perpetrated by unscrupulous Hajj campaigns that promote the possibility of performing the pilgrimage using visas not designated for that purpose.

The Ministry of Interior clarified that the application of this penalty will begin on the first of Dhu al-Qi'dah and continue until the end of the fourteenth of Dhu al-Hijjah. The Ministry warned that violating Hajj regulations and instructions will result in the application of the prescribed penalties against all violators, urging all visitors and residents to respect the sanctity of the rituals and abide by the laws to ensure the success of the Hajj season.
