Saudi Arabia contributes to drafting the rules of the International Cybercrime Conference

The Kingdom of Saudi Arabia, represented by the National Cybersecurity Authority , actively participated in the meetings of the committee tasked with drafting the rules of procedure for the Conference of the States Parties to the United Nations Convention against Cybercrime. This pivotal meeting was held at the United Nations headquarters in Vienna, Austria, from January 26 to 30, 2026, with broad international participation aimed at establishing a framework for joint action in the digital space.
This participation comes as a continuation of the work of the committee following the adoption of the United Nations Convention against Cybercrime, where the meetings focused on drafting the articles and legal texts of the internal regulations that will govern the working mechanism of the Conference of States Parties, in order to ensure smooth implementation and future cooperation between member states.
The first legally binding international agreement to combat cybercrime
These moves are of exceptional importance given that this convention is the first multilateral treaty on combating cybercrime to be adopted under the auspices of the United Nations in over twenty years. It is the first legally binding international instrument aimed at strengthening international cooperation in preventing and combating cybercrime and facilitating the exchange of digital evidence between states, representing a significant leap forward in international criminal law in addressing rapidly evolving technological challenges.
The Kingdom's leading role and unifying the Arab position
The Kingdom did not merely participate in a protocol-based manner, but played a pivotal leadership role during the past period. As chair of the Arab Cyber Diplomacy Committee, emanating from the Council of Arab Cyber Security Ministers, Saudi Arabia spearheaded intensive efforts to coordinate positions with all Arab states. These efforts culminated in a unified Arab stance on the draft internal regulations, reflecting the Kingdom's regional and international weight in the field of cybersecurity.
This move comes as an extension of the Kingdom's ongoing efforts to support international initiatives aimed at enhancing security and stability in cyberspace and consolidating the principles of constructive international cooperation. The responsibilities of the National Cybersecurity Authority
The National Cybersecurity Authority (NCA) is the competent authority for cybersecurity in the Kingdom of Saudi Arabia and the national reference point for all cybersecurity matters. Its primary objective is to enhance the Kingdom's cybersecurity to protect vital interests, critical infrastructure, and national security. The NCA is also responsible for representing the Kingdom in relevant bilateral, regional, and international organizations, bodies, committees, and groups, in addition to monitoring the implementation of the Kingdom's international cybersecurity commitments to ensure a secure and reliable Saudi cyberspace that fosters growth and prosperity.
