Saudi Arabia and UNCTAD: Global leadership in measuring e-commerce

In a move reflecting the success of the Kingdom’s strategic plans for digital transformation, the United Nations Conference on Trade and Development (UNCTAD) confirmed that Saudi Arabia is among the first countries in the world to have succeeded in developing and implementing an accurate and reliable scientific methodology for measuring the size and value of e-commerce, in accordance with the highest international standards and practices.
This achievement is the culmination of tireless efforts led by the Kingdom within Vision 2030, which aims to diversify the national economy and enhance the digital infrastructure, as the e-commerce sector is no longer just an alternative sales channel, but has become a fundamental pillar of the national economy and an engine of growth.
A comprehensive framework and strategic partnership
This international recognition came during a specialized workshop held as part of the 68th regular meeting of the E-Commerce Council. The meeting was attended by high-level representatives from 25 government entities and was chaired by the Minister of Commerce, Dr. Majid Al-Qasabi, along with a select group of council members.
UNCTAD experts explained that work is underway with the Kingdom to develop a comprehensive framework that not only monitors but also accurately measures the size and value of e-commerce and digital trade. This framework includes assessing the extent to which the business sector has adopted digital solutions, measuring the actual value of transactions, monitoring sector growth rates, and enhancing competitiveness and strengthening digital economy policies, which will positively impact the efficiency of government services provided to the business sector.
Global leading site
To ensure the sustainability of this excellence, the Council formed a specialized working group, chaired by its Secretariat and comprising representatives from 11 government entities. This group's mission is to oversee the implementation of the joint project with UNCTAD. This project is expected to position the Kingdom as a global leader, given its comprehensive measurement mechanisms that cover all e-commerce classifications according to international definitions, making the Saudi experience a model for countries seeking to regulate and measure their digital economies.
Logistical preparations and peak seasons
On the operational front, the meeting discussed the Public Transport Authority's plans to handle increased demand during peak seasons, particularly the holy month of Ramadan. The Authority emphasized that national holidays and celebrations witness a significant surge in online orders, necessitating a high level of logistical preparedness.
The data revealed a significant leap in performance, with e-commerce shipments during the last Ramadan season increasing by 18%, reaching 26 million shipments compared to 22 million in the same period last year. Indicating improved service quality, the number of complaints registered decreased considerably from 4,330 to 1,700, reflecting the success of regulatory reforms and the efficiency of supply chains.
E-Commerce Council: The Legislative Umbrella
It is worth noting that the E-Commerce Council, since its establishment in 2018, has played a pivotal role in shaping policies and proposing legislation necessary to regulate the sector. The Council oversees the E-Commerce Stimulation Program and acts as a liaison to coordinate efforts among relevant stakeholders, aiming to overcome obstacles and ensure an attractive and investment-friendly digital business environment.
