The report highlights key achievements throughout a year marked by inspiring transformations and significant advancements in empowering the innovation ecosystem and protecting intellectual property rights. Historical context and the shift towards a knowledge economy

Since its establishment in 2018, the Saudi Authority for Intellectual Property (SAIP) has sought to consolidate efforts previously scattered across several government entities, aiming to create a comprehensive regulatory environment. This approach aligns closely with the objectives of Saudi Vision 2030, which seeks to transform the Kingdom into a knowledge-based economy and attract foreign direct investment by providing a secure legal environment that protects the rights of both innovators and investors.

Record numbers reflect growing awareness and innovation

The annual report revealed that 2025 saw unprecedented record-breaking figures, reflecting the success of the Authority's strategies. Compliance with intellectual property rights reached 70.01%, while public and institutional awareness of intellectual property rose to 70.7%. Regarding registrations, the figures were as follows:

  • were received 10,300 patent applications, an increase of 28% over last year.
  • More than 64,200 trademark applications, an increase of 23%.
  • More than 4,800 voluntary copyright registration applications were received, representing a massive growth of 87%.
  • More than 2,600 industrial design applications were registered, an increase of 25%.

Protecting rights and strictly enforcing regulations

In its efforts to protect rights, the Authority has demonstrated high efficiency in addressing digital and on-the-ground violations. It monitored 11,593 reports of violating websites, achieving a record response time with an average blocking period of only 36 minutes. Furthermore, the number of licensed intellectual property agents reached 292, a strong indicator reflecting the development of the regulatory environment and the increased efficiency of law enforcement in the Saudi market.

The Kingdom's regional and international influence

The Saudi Authority for Intellectual Property's impact extends beyond the local level to the international arena, solidifying the Kingdom's regional and global leadership. It conducted 73 international activities in collaboration with 16 offices worldwide. Furthermore, 2,517 beneficiaries from 52 countries benefited from the Authority's programs outside the Kingdom. Domestically, the National Network of Intellectual Property Support Centers comprises 76 governmental and private entities, the number of trainees at the Intellectual Property Academy exceeded 100,000, and over 5,100 individuals benefited from intellectual property clinics.

Institutional excellence and digital transformation

At the internal institutional level, the Authority achieved a 61.1% compliance rate with digital transformation standards, and its data management practices maturity score reached 2.07 out of 5. The functional integration rate reached 87%, the beneficiary satisfaction index reached 83%, and the quality of functional data achieved a perfect score of 100%. Furthering its commitment to social responsibility, the Authority contributed 87,118 volunteer hours to non-profit organizations, underscoring its dedication to comprehensive and sustainable development.
