Saudi Arabia's Elm Company launches digital transformation in Syria: Partnership details

The Syrian Ministry of Communications announced on Saturday the launch of the implementation phase of its strategic partnership with Elm, a leading Saudi company in digital solutions, activating the framework agreement signed between the two parties. This step represents a significant boost to Syria's digital transformation, leveraging Saudi Arabia's extensive expertise in this field.

Transition from planning to execution

The ministry explained in an official statement that cooperation with the Saudi side has effectively moved from the stage of theoretical understandings to practical implementation on the ground. This partnership aims to bring about a qualitative leap in digital infrastructure and enable government institutions to automate their services, thus contributing to the provision of efficient and rapid electronic services and reducing bureaucratic burdens on citizens and the business sector.

Transferring the pioneering Saudi experience

Elm is one of the leading companies in the region that has spearheaded the digital transformation in Saudi Arabia, and has a long track record in developing digital government platforms that have contributed to achieving the goals of the Kingdom’s Vision 2030. Its entry into the Syrian market is expected to contribute to the transfer of this advanced technical knowledge and the localization of the software industry, which will enhance the efficiency of the Syrian public sector.

Partnership objectives and economic dimensions

Commenting on the event, Syrian Minister of Communications Abdul Salam Heikal affirmed that the ministry is proceeding with its strategy to build national digital industries and develop Syrian human resources. He indicated that the selection of Elm Company was not arbitrary, but rather due to its proven track record of success, emphasizing that the agreement will pave the way for employing national talent and building fruitful partnerships with the Syrian private sector.

For his part, the CEO of Elm Company, Mohammed bin Abdulaziz Al-Omair, stated that the company has already begun translating the terms of the agreement into tangible projects and initiatives. He expressed the company's aspiration to be an active partner in Syria's journey towards digitalization, by providing innovative solutions and building sustainable operating models that ensure the continued quality of services.

"Science Day" event and next steps

This announcement was made during a high-level official event attended by leaders from both sides, including the head of the Syrian Investment Authority, Talal al-Hilali. The company is scheduled to hold a specialized technology event, titled "Science Day," under the auspices of the Ministry, on Monday, February 16. The event will feature a series of intensive meetings with various government entities to announce a package of executive projects that will have a tangible impact on the lives of Syrian citizens and support the country's digital economy.
