Saudi-Russian relations: A message from Lavrov to the Saudi Foreign Minister
Emphasis on the depth of the strategic partnership
His Royal Highness Prince Faisal bin Farhan bin Abdullah, Minister of Foreign Affairs, received a written message from the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, concerning matters of mutual interest to both countries. This step comes within the framework of strengthening Saudi-Russian relations and deepening the strategic dialogue between Riyadh and Moscow. The message was delivered by the Ambassador of the Russian Federation to the Kingdom, Sergey Kozlov, during a meeting with the Undersecretary of the Ministry of Foreign Affairs for Multilateral International Affairs and General Supervisor of the Ministry's Agency for Economic and Development Affairs, Abdulrahman Al-Rassi, at the Ministry's headquarters in Riyadh.
A historical development in Saudi-Russian relations
have witnessed Saudi-Russian relations remarkable development in recent years, built upon historical foundations dating back to the 1920s when Russia was among the first countries to recognize the Kingdom. Despite periods of strain during the Cold War, relations regained significant momentum at the beginning of the new millennium. The historic visit of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, to Moscow in 2017, and the visit of Russian President Vladimir Putin to Riyadh in 2019, marked pivotal moments that redefined the partnership between the two countries, elevating it to a strategic level encompassing multiple sectors beyond the traditional energy sector. Today, cooperation extends to joint investments through the Saudi Public Investment Fund and the Russian Direct Investment Fund, in addition to coordination in the fields of space, advanced technologies, and culture. This development reflects a shared vision between the leadership of both countries regarding the importance of building a sustainable partnership that serves their interests and contributes to achieving balance on the international stage.
The importance of coordination in light of international changes
This message gains significance from its timing, coinciding with complex geopolitical and economic challenges facing the world. Coordination between Saudi Arabia, as the largest oil producer in OPEC, and Russia, which leads non-OPEC producers within the OPEC+ alliance, is a cornerstone of stability in global energy markets. This alliance has proven its ability to adapt to market fluctuations, benefiting both producers and consumers. On the political front, the ongoing dialogue between Riyadh and Moscow is crucial in addressing sensitive regional issues, including the situations in Syria and Yemen, and in pursuing political solutions that guarantee the security and stability of the Middle East. The exchange of diplomatic messages at this high level underscores the shared desire to continue consultations and align perspectives on international and regional issues, thus reinforcing the role of both countries as influential powers on the global stage. During the meeting with the Russian ambassador, bilateral relations between the two friendly nations were reviewed, and key regional and international issues of mutual interest were discussed, paving the way for further fruitful cooperation in the future.
