Saudi Arabia ranks second globally in the Digital Government Maturity Index 2025

In a historic achievement reflecting the success of the Kingdom's strategic plans, Saudi Arabia ranked second globally in the 2025 Digital Government Maturity Index (GTMI), issued by the World Bank Group. This announcement was made during a press conference held in Washington, D.C., where the assessment covered 197 countries worldwide, thus confirming the Kingdom's position as a leading global digital power.

Qualitative leaps in record time

This achievement comes as a culmination of an amazing upward trajectory that the Kingdom has embarked upon since the launch of Vision 2030. Looking back at the historical background of this indicator, the Kingdom ranked 49th globally in 2020, then jumped remarkably to third place in 2022, continuing its ascent towards the top and seizing second place in 2025. This rapid progress reflects the efficiency of the national digital transformation strategies and the speed with which government entities respond to the requirements of the digital age.

Outperformed in all indicators

World Bank data revealed a resounding Saudi Arabia victory, classifying the Kingdom among the "very developed" countries (Group A) with an overall percentage of 99.64%. This superiority wasn't limited to the overall index but extended to all sub-indicators

  • Basic Government Systems Availability Index (CGSI): The Kingdom achieved a score of 99.92%.
  • The Government Digital Services Delivery Index (PSDI) reached 99.90%.
  • The Digital Transformation Enablers Index (GTEI): The Kingdom scored 99.50%.
  • Citizen Engagement Index (DCEI): The percentage reached 99.30%.

Vision 2030: The primary driver of achievement

This global ranking is a direct result of the goals of the Kingdom's Vision 2030, which has established digital transformation as a cornerstone for developing the government sector. The Vision has contributed to re-engineering government procedures and adopting the latest artificial intelligence technologies, leading to an improved quality of life for citizens and residents by facilitating access to services, as well as increasing the efficiency of government spending and enhancing transparency.

Supporting leadership and integrating efforts

His Excellency the Governor of the Digital Government Authority, Engineer Ahmed bin Mohammed Al-Suwayan, affirmed that this achievement is due to the unlimited support of the wise leadership, noting that the integrated work between government entities and the effective partnership with the private sector played the most significant role in developing a robust digital infrastructure. Al-Suwayan explained that the Authority continues to promote innovation to enhance the quality of digital products, serving the national economy and strengthening the Kingdom's international competitiveness.

The impact of this ranking extends beyond the purely technical realm to encompass significant economic dimensions. A mature and advanced government digital infrastructure is a major draw for foreign investment, as investors consistently seek business environments characterized by ease of use, speed, and digital transparency.
