Saudi Arabia discusses draft UN mandates to enhance efficiency
In a move reflecting the Kingdom of Saudi Arabia's commitment to strengthening joint international action and developing the mechanisms of UN organizations, the Kingdom's Permanent Representative to the United Nations, Ambassador Abdulaziz Al-Wasil, participated in the informal meeting of the Working Group on the Review of the Implementation of UN Mandates. This meeting was dedicated to discussing the first open draft resolution entitled "Mandate Formulation, Implementation, and Review for an Effective United Nations.".
Saudi support for enhancing international transparency
During his intervention at the meeting, Ambassador Al-Wasil expressed the Kingdom's appreciation for the efforts made by the two co-chairs in facilitating the consultations, affirming Riyadh's full readiness for constructive cooperation with all member states to reach consensus formulas that serve the international interest. Al-Wasil welcomed the improvements included in the open draft, stressing the necessity for these reforms to be fully consistent with the UN Charter and to respect the powers and sovereignty of member states when drafting the new mandates.
The importance of the drafting of the mandate
These discussions are of paramount importance in international diplomacy, as mandates serve as the legal and operational foundation for all UN missions and programs worldwide, whether for peacekeeping, humanitarian aid, or development. The current draft resolution aims to address chronic challenges facing the organization, such as overlapping mandates, duplication of efforts, and the absence of periodic review mechanisms, all of which negatively impact performance efficiency and resource utilization.
The Kingdom's vision for developing international work
Ambassador Al-Wasel affirmed the Kingdom's strong support for establishing and strengthening the "United Nations Mandate Registry" and developing precise, practical tools to reduce duplication in decisions and tasks. This vision aligns with the Kingdom's diplomatic approach, which consistently advocates for good governance in international organizations, enhanced transparency, and ensuring the inclusive participation of all states in decision-making.
Historical context and pioneering role
As a founding member of the United Nations, Saudi Arabia has long played a pivotal role in supporting reform initiatives aimed at making the organization more agile and effective in responding to global crises. This move is part of a broader Saudi diplomatic strategy to promote global stability through strong and effective international institutions.
In concluding his remarks, the Permanent Representative called for further clarification of some of the wording in the text to ensure its accuracy and prevent misinterpretation, considering the first draft to be a positive and tangible step towards a more consistent and effective mandate system, and reaffirming the Kingdom’s continued constructive participation in the work of the team to ensure the success of this vital project.
