Eastern Province Municipality and Integrity Commission: Strict warnings against conflicts of interest

In a move aimed at strengthening municipal operations and promoting self-regulation, the Eastern Province Municipality the Oversight and Anti-Corruption Authority (Nazaha) a specialized workshop on Wednesday entitled "Disclosure, Transparency, and Conflict of Interest in Departments." This event is part of a series of ongoing efforts to solidify the principles of corporate governance in line with the Kingdom's strategic directions.
Enhancing transparency in light of Vision 2030
This workshop is particularly important given the major transformations taking place in the Kingdom of Saudi Arabia under Vision 2030 , which has established transparency and combating corruption as fundamental pillars of the National Transformation Program. Government agencies, especially the municipal sector, are working to implement the highest standards of integrity to create an attractive and trustworthy work environment that ensures equal opportunities and safeguards public funds, which in turn improves the quality of life and services provided to citizens and residents.
Accountability is a cornerstone of government work
At the outset of the meeting, hosted by the Municipality Theater, Engineer Fahd Al-Jubair , Secretary of the Eastern Province, emphasized that combating corruption is no longer merely an administrative option, but rather an imperative and a fundamental pillar for ensuring the sustainability of government work and enhancing performance efficiency. Al-Jubair noted that the ongoing strategic partnership with the National Anti-Corruption Commission (Nazaha) aims to elevate municipal work to higher levels of transparency and cultivate a precise legal awareness that balances the powers granted to employees with their responsibilities towards society and the institution.
Dismantling the "gray areas"
For his part, Abdullah Al-Qarni , Director General of the General Department of Systems and Governance at the National Anti-Corruption Commission (Nazaha), reviewed the precise mechanisms of disclosure concepts, strongly warning against falling into "gray areas" that could unintentionally lead an employee into a conflict of interest trap. Al-Qarni emphasized equipping the Commission's staff with the necessary knowledge to distinguish between the public interest and personal gain, reviewing the unambiguous legal texts in this regard, and stressing that early disclosure is the first line of defense in protecting employees from suspicion.
The importance of being aware of the risks of conflicts of interest
The concept of "conflict of interest" is one of the most serious challenges facing government administrations globally. It occurs when an employee's personal interests interfere with their official duties, potentially affecting the impartiality of their decisions. Hence, the importance of workshops like this one lies in clarifying practical cases and best practices to ensure that official influence is not exploited for personal gain, thereby strengthening public confidence in the integrity of government procedures.

Jamal Al-Sulaiman explained that this awareness campaign is part of a comprehensive plan to develop human capital. He emphasized that the Municipality is not only striving to implement regulations, but also aims to institutionalize the values of integrity and make them an integral part of the employee's daily culture, thus contributing to raising the efficiency of the administrative system and improving the quality of services provided to the residents of the Eastern Province.
