DiCarlo noted that, based on the letter submitted by Germany, France, and the United Kingdom (the three European parties to the agreement) regarding non-compliance under the Joint Comprehensive Plan of Action (JCPOA), and since the Council did not adopt a resolution to continue phasing out sanctions measures within the 30-day timeframe, the previous sanctions were deemed to have been reinstated against Iran as of September 27, 2025.

She drew attention to the sharp division within the Council, with several member states rejecting the validity and effectiveness of the process of reimposing sanctions in this manner, while other members argued that the entire process was marred by procedural and legal flaws, reflecting the complexity of the legal and political landscape surrounding Resolution 2231.
