The public service camps organized by the Saudi Arabian Scouts Association in Mecca, Medina, and the Holy Sites during the 1447 AH Hajj season represent one of the most prominent and important forms of organized volunteer work in the Kingdom of Saudi Arabia. These camps embody the Kingdom's exceptional care for the pilgrims, operating through a comprehensive system that includes 5,282 participants from among young men, boys, and scout leaders. These volunteers dedicate their energy and time to serving the pilgrims, highlighting the wise leadership's commitment—may God support them—to serving Islam and caring for those visiting the Two Holy Mosques, and aligning with the goals of Saudi Vision 2030, which aims to reach one million volunteers.
Historical context: A long history of scouting contributions
The efforts of Saudi scouts during Hajj are not a recent phenomenon. The origins of public service camps date back to the late 1970s (Hijri calendar), when a group of scouts from the Holy City of Mecca initiated the provision of support services to pilgrims. As the number of pilgrims increased and the need for organization grew, participation expanded with the addition of scouts from the Jeddah and Taif governorates. In 1382 AH (1962 CE), the Kingdom witnessed the official and institutional launch of these camps with the participation of 150 scouts who supported charitable ambulance services, traffic control, and the Ministries of Health and Hajj. Since then, these efforts have developed year after year, transforming from a small initiative into one of the largest seasonal volunteer initiatives specializing in crowd management and serving pilgrims worldwide.
Significance and impact: local, regional, and international dimensions
The presence of Saudi scouts during Hajj has a profound impact on several levels. Locally, this work contributes to building the character of Saudi youth, instilling values of volunteerism, discipline, and responsibility, and preparing future leaders. Regionally and internationally, the Saudi scout represents a distinguished and civilized face for the Kingdom; he is the ambassador who welcomes millions of pilgrims from all corners of the earth with a smile and a helping hand, transcending language and cultural barriers, thus reflecting the tolerant message of Islam and the values of humanity and peace that the Kingdom upholds.
Integration of national sectors to serve the guests of God
This year, participants are spread across 20 sub-camps in Mecca, Medina, and the Holy Sites, working in full coordination with several governmental and service agencies. These agencies include the Ministry of Hajj and Umrah, the Ministry of Commerce, Public Security, the Ministry of Health, the Municipality of Mecca, the Ministry of Defense, and the Integrated Support Unit in Medina, in addition to the Kingdom's Project for the Utilization of Hajj Sacrifices. The efforts of various scouting sectors from the Ministry of Education, the Technical and Vocational Training Corporation, the Ministry of Human Resources, the Royal Commission for Jubail and Yanbu, and the Ministry of Sports are also combined to enhance the efficiency of field and organizational operations.
Training and crowd management programs: Professionalism in the field
To ensure a service that meets the leadership's expectations, participants undergo intensive training and qualification programs prior to the Hajj season. These programs cover rescue operations, civil defense, first aid, and optimal communication with pilgrims from diverse languages and cultures. Given the complex geography of the holy sites, scout leaders are trained in map reading, field surveying, rapid intervention during crises, and efficient crowd management. Ultimately, these camps strive to achieve noble goals, most notably seeking divine reward, providing the best possible service, showcasing the honorable image of Saudi scouting, and fostering bonds of love and unity among the nation's youth.
