The Ministry of Sports is proposing investment in sports stadiums in Jeddah and Mecca

Strategic shift in the management of Saudi sports facilities

In a strategic move reflecting the rapid development of the Saudi sports sector, the Ministry of Sports announced a major investment opportunity within the "Sports Facilities Investment" initiative. This step aims to open the door for foreign and local investors to operate and manage several of the most prominent stadiums in the Makkah region, under a three-year contract. This initiative comes within the context of the radical transformations taking place in Saudi Arabia as part of "Vision 2030," which aims to diversify the sources of income and reduce dependence on oil.

Historically, the management and operation of sports facilities in the Kingdom were almost entirely the responsibility of government entities. However, the launch of the investment and privatization project for sports clubs paved the way for a new phase based on effective partnerships with the private sector to enhance the efficiency of facilities and maximize their utilization throughout the year, representing a qualitative leap in the Saudi sports industry.

Details of facilities offered for investment

The list of facilities targeted in this investment initiative includes prominent sporting landmarks: Al-Inma Stadium in King Abdullah Sports City in Jeddah (known as the "Radiant Jewel"), Prince Abdullah Al-Faisal Stadium in Jeddah, King Abdulaziz Stadium in Mecca, and the indoor sports hall in King Abdullah Sports City in Jeddah. Under this contract, the winning operator will manage and operate these facilities, including organizing matches and events, and providing daily services to ensure an exceptional and high-quality experience for sports fans. The Ministry of Sport, in turn, will handle its assigned tasks related to basic maintenance and general oversight.

Economic returns and international and regional impact

This project is of paramount importance and will have a far-reaching impact on several levels. Locally, it will enhance the experience of Saudi fans, create new job opportunities, and develop club revenue streams through the activation of commercial rights. Regionally and internationally, this initiative strengthens the Kingdom's position as an attractive destination for foreign direct investment in the sports sector, especially as Saudi Arabia prepares to host major global sporting events such as the 2027 AFC Asian Cup and is bidding to host the 2034 FIFA World Cup. The presence of highly qualified international and local operators is essential for the success of these major events.

This investment project offers diverse and lucrative financial opportunities for operators, including revenue from ticket sales, food and beverage outlets, hospitality services, advertising, and naming rights for the facilities (excluding Al-Enmaa Stadium). It also opens the door to hosting non-sporting entertainment and cultural events and community activities, transforming these stadiums into vibrant, year-round hubs.

Steps to apply via the Foras platform

The Ministry of Sport has invited all specialized companies, both local and international, interested in this unique investment opportunity to submit their bids through the municipal investment portal "Fursah" within the specified timeframe. This offering represents a golden opportunity to contribute to shaping the future of one of the Kingdom's most vital and promising sectors, and to build an innovative operational model that can later be applied to other sports cities across the Kingdom to maximize the return on investment.
