
New bus rental regulations: Driver requirements and operational age limits
In a regulatory move aimed at restructuring the land transport sector in Saudi Arabia, the Public Transport Authority the new executive regulations for bus rental and brokerage activities. This step comes within the framework of a comprehensive strategy to raise road safety and quality standards and ensure the provision of transport services that meet national development goals.
A regulatory framework that aligns with Vision 2030
These new regulations fall under the umbrella of the National Transport and Logistics Strategy, a key pillar of the Kingdom's Vision 2030. This initiative aims to eliminate the haphazard nature of some transportation operations and transform the sector into an attractive and well-regulated investment environment. These regulations are particularly important given the vital role buses play during Hajj and Umrah seasons, as well as the growing domestic tourism sector, which necessitates a safe and reliable transportation system that enhances the experience for visitors and residents.
Strict requirements for drivers and vehicles
A clean criminal record became a non-negotiable condition for any bus driver, in addition to the requirement to pass professional competency tests. The authority went further, setting an operational age limit for buses, prohibiting the operation of any bus older than 10 years from the date of manufacture. This measure aims to ensure efficient mechanical performance and reduce carbon emissions and accidents resulting from technical malfunctions.
Technical control and consumer protection
The regulations also addressed the technical aspects, stipulating the necessity of linking to the Authority's electronic platform. This allows regulatory bodies to closely monitor rental operations and driver data. Regarding consumer rights, the legislation mandates standardized and transparent contracts for rental companies and prohibits irregular practices such as pledging official documents as collateral. Furthermore, it guarantees the renter's right to an immediate replacement bus in the event of a breakdown due to technical reasons, reflecting the Authority's commitment to protecting consumer rights.

These measures are expected to contribute to reducing traffic accident rates and increasing public satisfaction with land transport services. To ensure compliance, the regulations grant inspection teams broad powers, including surprise inspections of buses on roads and at stations, with strict penalties, up to and including license revocation, for establishments that fail to meet minimum requirements, such as providing a fleet of at least 10 buses.
