Requirements for transferring non-networked water: Correction period and periodic inspection

The Saudi Water Authority has called on all workers and operators of non-network water distribution services to expedite the regularization of their operations, as the deadline for the first phase approaches on December 31st. This call comes as part of ongoing efforts to implement approved regulatory and technical requirements, which aim to organize the sector and ensure the quality of services provided to beneficiaries throughout the Kingdom.

Details of the requirements for the first phase

The authority explained that the current phase focuses on a set of essential requirements that cannot be compromised, foremost among them being the periodic inspection of tankers to ensure their mechanical safety and the suitability of their tanks for transporting water, in addition to full compliance with the approved visual identity . These steps are a necessary prelude to moving to the second phase, which will include more precise supplementary technical requirements.

Context of transformation in the Saudi water sector

These regulatory measures are part of a broader context aligned with the objectives of the Kingdom's Vision 2030 , which places great importance on the water sector and its sustainability. The water tanker sector has long been a vital component of the Kingdom's water supply system, particularly in areas not yet connected to the network or in situations of increased demand. Therefore, regulating this sector is no longer an option but a strategic necessity to ensure water security and enhance operational efficiency.

The economic and health importance of regulation

Regulating non-networked water transport and wastewater collection activities has important dimensions on several levels:

  • On the health and environmental front: The application of visual identity ensures a clear distinction between drinking water tanks and tanks of unsafe water or sewage, thus closing the door to any manipulation that may harm public health, and ensuring access to clean and safe water for the consumer.
  • On the economic front: Regular licensing contributes to eliminating commercial concealment and irregular employment in this sector, which enhances market competitiveness, controls prices, and protects the rights of both regular investors and consumers.

Correction and Post-Correction Mechanism

The Saudi Water Authority indicated that the portal for rectifying status and applying for licenses is available electronically through its official website, thus facilitating procedures for those working in the sector. The Authority emphasized in its concluding statement that the expiration of the grace period will be followed by intensive inspection campaigns and strict monitoring tours to identify violators, stressing that compliance with these requirements is the only way to continue operating and avoid legal penalties.
